UM, IF THEY NEEDED TO CLEAN THE RV OUT OR IF THEY WERE PREPARING TO GO ON A TRIP, THEY WERE, UM, ABLE TO HAVE THEIR RV ON THEIR PROPERTY FOR THREE DAYS AND THEY WOULD CALL ME AND LET ME KNOW, HEY, THIS IS MY ADDRESS AND I'M GONNA KEEP IT HERE FOR THREE DAYS.
IF THEY EXCEEDED THAT, THEN THEY WOULD, YOU KNOW, CALL ME AND SAY, HEY, I NEED IT ONE MORE DAY.
BUT NOW IT'S, IT'S A LITTLE OVERWHELMING.

AND SO WE'RE TRYING TO SET UP A MEETING TO TALK ABOUT THE DESIGN REQUIREMENTS AND THE SIGNS THAT THEY DON'T WANT TO ALLOW US TO USE.

WE ALSO MADE SOME ADJUSTMENTS WITH, UH, SALARY INCREASES OR IT'S NOT REALLY INCREASES, ITS ADJUSTMENT MORE OF A COLA ADJUSTMENT.
UH, FOR OUR STAFF, WE CUT, UH, THOUSANDS OF DOLLARS, I THINK IN EXCESS OF $20,000 IN PARKS AND RECREATION, UH, IN ORDER TO KEEP THE BUDGET IN LINE.
SO WE'VE CANCELED SOME OF THE FRIDAY NIGHT EVENTS AT THE PARK.
UH, WE'VE DONE A LOT TO MINIMIZE OUR EXPENSES THIS YEAR.

AND SO THEY ASKED MY PERMISSION TO REMOVE THE FENCE AND I GAVE IT OBVIOUSLY TO FIX THE REPAIR, MAKE IT REPAIR.
THE PROBLEM WE HAVE IS THAT, THAT INSIDE THAT PROP SIDE, SIDE YARD FOR THAT RESIDENT, WE HAVE FRUIT TREES, WE HAVE A GAZEBO, WE HAVE ALL THE PLANTINGS AND EVERYTHING IN HIS YARD.
SO TECHNICALLY IT SHOULDN'T BE THERE.

SO THE COST OF THAT IS ABOUT 62,500.

UM, TAF FEES DON'T HAVE THAT SAME STATUTORY REQUIREMENT.
HOWEVER, TAP FEES DO PAY FOR VERY SIMILAR, UH, HAVE THIS VERY SIMILAR FUNCTION, WHICH IS ESSENTIALLY MAINTAIN, IMPROVE AND EXPAND YOUR WATER AND SEWER INFRASTRUCTURE AS NEW TAPS GET ADDED TO YOUR SYSTEM.
UM, EXCESS CAPACITY IS IMPORTANT 'CAUSE IF YOU HAVE NO EXCESS CAPACITY, YOU HAVE NO ROOM FOR GROWTH.
AND SO THAT'S WHY TAF FEES EXIST.
UM, THE TAF E ORDINANCE THAT WE HAVE IN CHAPTER 51 OF OUR ORDINANCE HAS EXISTED SINCE AT LEAST THE YEAR 2000, LIKELY MUCH EARLIER THAN THAT.

UM, SO LET ME KIND OF SET A GENERAL STAGE FOR YOU TODAY.

UM, NOW YOU MIGHT RECALL THAT IF YOU LOOK AT CHAPTER 51.07 B THREE TELLS YOU WHAT THE TAP FEE WOULD BE ON A WATER METER THAT'S LARGER THAN ONE INCH AND IT'S GONNA BE THREE TIMES THE CITY'S ACTUAL COST OF INSTALLING THE TAP METER AND NECESSARY SERVICE LINES, REPAIRING OR RESTORING ANY YARD, SIDEWALK, STREETS, OR OTHER IMPROVEMENTS AFFECTED BY THE INSTALLATION.

IT'S THREE TIMES THE AMOUNT THAT YOU SEE THAT INSTALLATION COST INCLUDES LABOR AND EQUIPMENT AND PARTS AND MATERIALS.
IF PROPERTY OWNER WANTS TO SUPPLY OR WORK WITH OUR CONTRACTOR TO LET'S SAY PURCHASE THE PARTS AND EQUIPMENT SO THAT THE CITY'S INVOICE ONLY INCLUDES THE LABOR AND MATERIALS, THAT DRAMATICALLY DROPS THE IMPACT FEE.
BUT IT'S AN INTERPRETATION QUESTION.
'CAUSE THE ORDINANCE SAYS THREE TIMES THE COST OF INSTALL, INSTALLING THE TAP, IT DOESN'T SAY THAT THE CITY OR THE OPERATOR HAS TO PURCHASE THE EQUIPMENT.
DOES THAT MAKE SENSE? AND IN TALKING WITH THE CITY ATTORNEY AFTER MUCH GNASHING OF TEETH, WE AGREE THAT THAT IS A UNIQUE INTERPRETATION OF THE ORDINANCE.
