UH, KELLY'S RESPONSIBLE FOR STARTING THE SAFE PLACE IN MEADOWS PLACE, WHICH IS A SAFE PLACE FOR KIDS TO GET HELP IF THEY SEE A DECAL POSTED IN A HOME WINDOW.

UH, SHE'S ALSO SERVED AS AN INSTRUCTOR FOR RAD KIDS AT THE MEADOWS PLACE TO POLICE DEPARTMENT.

AND, UH, KELLY IS KNOWN FOR BUILDING A GOOD RELATIONSHIP WITH THE BUSINESSES AND CREATED REGULAR BUSINESS CHECKS EVERY SHIFT, NOW KNOWN AS THE BUSINESS CHECK PROGRAM.

ON A PERSONAL NOTE, I WANNA MENTION THAT KELLY HAS ALWAYS BEEN THE ONE OF THE KINDEST AND MOST GENEROUS PEOPLE THAT I'VE KNOWN.

EVERY TIME I'VE TALKED TO HER.

IT'S ALWAYS A PLU PRIVILEGE AND A JOY.

UH, HE BUILT THE POOL'S WATER SLIDE, A VERY POPULAR AMENITY IN TOWN.

HE ALSO HELPED INSTALL THE SPLASH PAD.

UH, HE'S ASSISTED WITH THE HEALTHMAN PARK, BRIGHTON PARK, AND MEADOW VALLEY PARKS PLAYGROUND INSTALLATION.

DAN WAS INSTRUMENTAL IN REMODELING THE NATURE CENTER AND CONSTRUCTING THE THREE STORY TREE HOUSE BACK THERE.

HE IS TRULY A JACK OF ALL TRADES, PLUMBING, AIR CONDITIONING, CARPENTRY, PAINTING, LANDSCAPING, ELECTRICAL, MECHANICAL, AND HAS A PLETHORA OF OVERALL HISTORICAL KNOWLEDGE.

UH, DAN IS EAGER TO HELP HOWEVER HE CAN AND TRULY CARES ABOUT THE MEADOWS PLACE COMMUNITY.

, UH, SHE COMPLETED THE POLICE ACADEMY IN 1998 AND TRANSITIONED FROM DISPATCH TO POLICE OFFICER.

SHE RETIRED IN 2019 FROM RICE UNIVERSITY WITH THE RANK OF SERGEANT.

YOU'VE ALREADY RETIRED THE RANK OF SERGEANT.

UH, SHE BEGAN WITH MEADOWS PLACE POLICE DEPARTMENT IN JULY OF 2019 AS A PATROL OFFICER.

SHE VERY QUICKLY WAS PROMOTED TO SERGEANT IN NOVEMBER OF 2019.

THAT SAME YEAR, SHE WAS PROMOTED TO LIEUTENANT IN NOVEMBER OF 2021 YEAR LATER.

AND SINCE COMING TO MEADOWS PLACE, PD, UH, SHE HAS BEEN PROMOTED TWICE.

SHE'S RECEIVED THE CHIEF'S AWARD AND SHE'S COMPLETED THE FBI, LAW ENFORCEMENT EXECUTIVE DEVELOPMENT ASSOCIATION, FIF FIVE YEARS.

WE WERE ABLE TO USE SURVEILLANCE THAT WAS CAPTURED TO, UH, END THE FLOCK TO LOCATE A SUSPECT VEHICLE THAT WE'RE INVESTIGATING RIGHT NOW ON THE CRIMINAL MISCHIEF.

ALSO, A SUSPECT VEHICLE WAS ALSO IDENTIFIED THROUGH THE FLOCK SYSTEM.

NOTABLE INFORMATION, YOU'LL SEE THERE'S A COUPLE THINGS THAT ARE MARKED THAT I WILL NOT GO INTO DETAIL ON.

UH, BUT I WILL UPDATE YOU ON SOME CASES, AS Y'ALL PREVIOUSLY ASKED FOR ON OUR ROBBERY CASE FROM THE CVS WHERE IT WAS A, AT GUNPOINT, WE DO HAVE A SUSPECT.

THE DRIVER WAS ARRESTED.

THAT DRIVER HAS NOW BEEN TRUE BILLED THROUGH THE GRAND JURY.

SO THEY WILL BE ARRESTED, UH, AS SOON AS WE GET THE WARRANT.

UH, THE OTHER CASE IS CONFIDENTIAL, UM, AT THIS TIME 'CAUSE IT'S STILL AN ONGOING INVESTIGATION IS LISTED THERE.

AND YOU CAN SEE THAT INVO, UH, INVOLVES CHILD PORNOGRAPHY ON ADDITIONAL NOTES.

UH, OUR GRANT STATUS IS IN PROGRESS FOR SEVERAL OF THESE THINGS.

AND SO WE HAD BEEN THROUGH FOUR SEPARATE BYPASSES WITH ONLY SOME MINOR INFRACTIONS.

NOVEMBER THE 26TH AND 27TH, WE SET UP THE LAST AND FINAL BYPASS, WHICH ACTUALLY TOOK THE CLARIFIER BASIN OUT OUTTA SERVICE OFFLINE.

THE ENGINEER HAD DESIGNED THAT AND FOR A PERIOD ABOUT FIVE DAYS, THINGS WORKED VERY WELL.

BUT ON MONDAY, DECEMBER THE SECOND, THE OPERATOR CAME TO ME AND SAID THAT WERE SOME SOLIDS GOING OVER THE WEIR.

WHEN I SAY SOME SOLIDS, THE, THE EFFLUENT SHOULD BE CLEAR.

IT WAS REALLY THE COLOR OF MY BINDER NOT GOOD.

SO THAT IS CONSIDERED AN UNAUTHORIZED DISCHARGE, AND SO COUNCIL NEEDS TO BE AWARE OF THAT.

IT HAPPENED ON MONDAY AND I CALLED A MEETING FOR TUESDAY MORNING AT 6:00 AM WITH, UH, LEM REPRESENTATIVES, THE CONTRACTOR, THE ONSITE REPRESENTATIVE, THE PROJECT MANAGER, AND THE OWNER.

I ASKED POWERCO WITH BARRY AND LUIS TO COME ALONG AND WE HAD AN HDR REPRESENTATIVE, UH, CHRIS WANSKI ON SITE AT THE SAME TIME.

THE MEETING STARTED A LITTLE AFTER SIX IN THE MORNING AND WE COLLECTIVELY HAD ALL COME TO THE SAME CONCLUSION.

THE PROBLEM THAT WE WERE HAVING WITH THE BYPASS WAS THAT THERE WAS INSUFFICIENT WASTING GOING ON.

THE PROCESS THAT WE DO IN THE MC IN THE WASTEWATER TREATMENT PLANT MOVES SOLIDS AROUND.

WE HAVE CONTACT STABILIZATION, WE HAVE VARIATION, WE HAVE CLARIFICATION.

WE HAVE REATION, WE HAVE CHLORINATION, AND WE HAVE WASTING THE SOLIDS.

WERE BUILDING UP IN THAT BYPASS CHAMBER IN THE CHLORINE CONTACT CHAMBER, ACTUALLY, BECAUSE WE WERE UNABLE TO WASTE EFFECTIVELY, THE ENGINEER WAS UNAWARE OF A, A PARTITION THAT WAS IN A, A WASTING CHANNEL, WHICH WAS PREVENTING US FROM GETTING OUR SOLIDS EFFECTIVELY REMOVED FROM THE TREATMENT PLANT.

WE ALL AGREED, UH, FOR SOME LIVELY DISCUSSION THAT WE HAD IDENTIFIED THE PROBLEM.

THAT

WAS BASICALLY AT SEVEN O'CLOCK IN THE MORNING, THE ENGINEER RECOMMENDED THAT WE INSTALL AN ADDITIONAL WASTING PUMP, A SMALL ONE IN A SPECIFIC LOCATION AND TRANSFER THOSE, THOSE SOLIDS TO OUR DIGESTER.

HE ALSO SUGGESTED, OR HE DID SUGGEST THAT WE CONTACT THE TCEQ, WHICH WE DID WITHIN THE TIMEFRAME.

WE HAVE REPORTED THE UNAUTHORIZED DISCHARGE TO THE TCEQ AND THEY HAVE NOT BEEN ON SITE AS SUCH, BUT THEY ARE AWARE OF THE FACT THAT WE ARE UNDER CONSTRUCTION.

AND SO I WOULD ANTICIPATE THERE WILL BE SOME, SOME REVIEW OF OUR RESPONSE TO THIS.

UH, THIS SITUATION WITH THE TCEQ IN THE FUTURE, WE HAVE REMOVED WITH MAGNAFLOW ON SITE.

I ASKED THEM FOR AN EMERGENCY RESPONSE AND I HAD, UH, A CREW ON SITE BY NOON ON TUESDAY.

WE HAD ABOUT 215,000 GALLONS IN THE CHLORINE CONTACT CHAMBER THAT WERE CONTAMINATED OR OVERLOADED WITH SLUDGE.

THEY HAD BEEN WORKING SINCE THAT POINT IN TIME AND THEY'RE JUST ABOUT FINISHED TO TODAY WITH REMOVING ALL OF THAT SLUDGE.

THAT'S THE GOOD NEWS.

THE, UH, THE BAD NEWS IS, IS I'M HAVING A DIFFICULT TIME KEEPING THE WASTING PUMP RUNNING FROM WHERE THE ENGINEER DECIDED THAT THE SOLIDS ARE TOO HEAVY AND PUTTING 'EM INTO THE DIGESTER.

TOMORROW MORNING, THE CONTRACTOR'S GONNA PROVIDE ME WITH A BIGGER PUMP AND I'M GOING TO CLEAN THE ENTIRE VESSEL OUT.

I'M GONNA SHUT THE PLANT DOWN AGAIN AND CLEAR IT OUT AND HOPEFULLY GET BACK TO SOME SORT OF REASONABLE AMOUNT OF SALTS BEING WASTED AND KEEP US OUT OF A, OF A PROBLEM.

THE ONE THING THAT'S BECOME EVIDENT IS THAT ONCE THE CHLORINE IS THE CLARIFIER IS BACK ONLINE, IT'S GOING TO TAKE A COUPLE OF DAYS, OBVIOUSLY TO FILL IT UP.

I'M GOING TO HAVE TO GO BACK THROUGH WITH MAGNAFLOW AND DO THE SLUDGE NET AND REMOVE THE 215,000 GALLONS OF SLUDGE.

AGAIN, MAYBE LESS, BUT I'M GOING TO HAVE TO REDO WHAT I'VE JUST DONE.

THE ENGINEER DECIDED THAT WE JUST NEEDED THAT SMALL BYPASS PUMP TO TRANSFER THE SOLIDS, AND WE FOLLOWED HIS INSTRUCTIONS.

I TOOK IT UPON MYSELF TO DO THE CLEANING OF THE, UH, THE CLEARING CONTACT WITH THE 215,000 GALLONS OF, UH, SLUDGE.

NOT RUN IT THROUGH THE CONTRACT BECAUSE THERE WOULD'VE BEEN A, A TREMENDOUS AMOUNT OF MARKUP THERE.

CONTRACTOR WAS VERY WILLING TO HELP US, AND POWER SCOOP HAS DONE A GREAT JOB MANAGING THE, THE MAGNA FLOW, ET CETERA, AND RUNNING THE BYPASS PUMP.

BUT AGAIN, WE'RE HAVING SOME DIFFICULTY WITH THIS JUST HAPPENED TODAY, NICK.

UM, THE TRANSFER PUMP KEEPS CLOGGING BECAUSE WE'VE GOT A, A TREMENDOUS AMOUNT OF DEBRIS IN THE BOTTOM OF THE TREATMENT PLANT.

A MONTH OR TWO AGO, WE CLEANED OUT THE, OR THE ORIGINAL CONTACT BASIN AND IT COSTS US ALMOST $49,000 TO CLEAN THAT ONE SMALL BASIN OUT.

THE DEBRIS THAT WAS IN THE BOTTOM OF THAT VESSEL WAS ABOUT FOUR TO SIX FEET DEEP.

SO WITH WHAT I'M ENCOUNTERING TODAY IN THE MIDDLE OF THE PLANT IN THAT TRANSFER TROUGH IS I'M HAVING A SIMILAR AMOUNTS OF SLUDGE AND HEAVY DEBRIS IN, IN THE VESSELS.

WE CAN DEAL WITH IT NOW, BUT IN THE FUTURE WE'RE GOING TO HAVE TO GO THROUGH THE ENTIRE PLANT AND DO A SLUDGE NET AND CLEAN IT ALL OUT.

WE HAD BEFORE WE SHUT DOWN THEIR CLARIFIER BRIDGE, THE MAJORITY OF THE SOLIDS WERE BEING HELD IN THE, UM, IN THAT, IN THAT BASIN, THE CONTRACTOR SPENT BASICALLY $535,000, WHICH WAS ON THE BID TABULATION TO REMOVE ALL THE SOLIDS THAT WERE IN THAT, THAT BASIN.

THE ISSUE NOW IS, IS SLOWING THEM DOWN SUFFICIENTLY SO THAT THEY DON'T GET INTO MY FINAL FLOORING CONTACT CHAMBER AND OVER THE WE.

AND THAT'S WHERE THE ENGINEER WANTED ME TO INSTALL THAT, THAT SMALL BYPASS PUMP.

HE ONLY WANTED A THREE INCH PUMP TO BE RUN 3, 5, 6 HOURS A DAY.

BUT BECAUSE IT CLOGS WITH ALL THE DEBRIS THAT'S DOWN THERE, I'M HAVING TO, I'M GOING TO GO IN AND I ACTUALLY GOING TO CLEAN THAT ENTIRE TROUGH.

I'M GONNA SHUT THE PLANT DOWN AND CLEAN IT DOWN WITH A BIG PUMP AND HOPE WE'LL BE ABLE TO GET A HOLD OF OUR SOLIDS.

ROD, YOU CAN FUSS AT ME LATER, BUT ANY COUNCIL MEMBER THAT WANTS TO VISIT THE WASTEWATER TREATMENT PLANT AT ANY TIME, IT IS A VERY INTERESTING PLACE TO SEE AT THIS POINT IN TIME.
