[City Council Meeting]
[00:00:03]
ALL RIGHT, WE'RE GONNA START THIS MEETING.
UM, I DIDN'T ASK ANYBODY TO SAY THE PLEDGE OF ALLEGIANCE, BUT I KNOW THAT JACKIE KNOWS IT.
WE THANK YOU FOR ALLOWING US TOGETHER THIS PLACE, OUR PRESIDENTS AS WE BUSINESS THE CITY.
THANK YOU SO MUCH, EVERYBODY FOR COMING AND BEING HERE.
WE'RE GONNA START OFF WITH REPORTS AND WE'LL START WITH THE POLICE DEPARTMENT.
COUNCIL CITIZENS, THANK Y'ALL FOR COMING.
UH, YOU HAVE YOUR PACKET IN FRONT OF YOU, HOPEFULLY, AND THE SPREADSHEET WILL GO OVER, WHICH GIVES US AN OVERALL PICTURE OF THE ACTIVITY FOR THE PAST MONTH.
UH, FROM LAST COUNCIL MEETING, UP UNTIL YESTERDAY, NUMBER OF REPORTABLE ACCIDENTS.
OUR CALLS FOR SERVICE, WHICH ARE ANY POLICE ACTIVITY, 2,387.
NUMBER OF REPORTS, WHICH ARE OFFENSE REPORTS.
WE HAD 56, UH, CITATIONS ISSUED FOR TRAFFIC.
WE HAD ONE CITATION ISSUED FOR A CITY ORDINANCE VIOLATION, WARNINGS FOR TRAFFIC, 185 WITH A TOTAL OF 358 DIFFERENT VIOLATIONS.
AND THEN WARNINGS ISSUED FOR CITY ORDINANCE.
WE HAD 17, WHICH GAVE US A TOTAL ACTIVITY COUNT, 3,436.
MOVING DOWN TO OUR DETAILED INFORMATION ABOUT THE ACTIVITY ASSAULTS, WE HAD FOUR BMV BURGLARY, MOTOR VEHICLE.
WE HAD THREE BURGLARY OF A BUSINESS.
WE HAD ONE BURGLARY OF A RESIDENCE.
WE HAD ONE CITY ORDINANCE CONTACTS.
OUR PROPERTY CHECKS, WHICH INCLUDE CLOSE PATROLS, HOUSE WATCHES, SCHOOL CHECKS, AND BUSINESS CHECKS.
WE HAD TWO UNAUTHORIZED USE OF A MOTOR VEHICLE.
WE HAD ZERO FOR THE TLC PROGRAM.
WE HAD 29 TO PASS, SIX TO FAIL FOR A TOTAL OF 35.
UH, A LITTLE MORE INFORMATION ABOUT THE CITY ORDINANCES THAT, UH, THE WARNINGS WE ISSUED ONE FOR A SOLICITOR AND 15 FOR VEHICLE OR JUNK VEHICLE,
[00:05:01]
UH, PARKING VIOLATIONS.AND THEN CITY, UH, UH, EXCUSE ME, CITY ORDINANCE CITATIONS, ONE FOR A SOLICITOR.
THERE WAS ZERO ACTIVITY IN THE ROUNDABOUT AREA, AND THERE WERE NINE ACCIDENTS AT VARIOUS LOCATIONS AROUND THE CITY.
TWO OF 'EM WERE IN PARKING LOTS.
AND THEN THE LAST PART THERE IN BIG BOLD LETTERS IS A REMINDER OF NATIONAL NIGHT OUT.
NEXT TUESDAY, 6:00 PM WE WILL GATHER, AS WE USUALLY DO RIGHT OUTSIDE THE POLICE DEPARTMENT, AND GIVE EVERYBODY THEIR ASSIGNMENTS FOR THE, THE EVENING.
IF YOU HAVE ANY QUESTIONS, FEEL FREE TO ASK IF YOU'RE DOING SOMETHING IN PARTICULAR.
I KNOW ONE OF THE COUNCIL MEMBERS IS HAVING A PARTY AND SHE LET US KNOW.
NOW MOVING INTO YOUR PACKET, I BELIEVE THE CHIEF GOES OVER TO THE FLOCK INFORMATION TO GIVE YOU AN IDEA OF OUR FLOCK ACTIVITY.
BUT IF YOU SEE ANYTHING ALONG THE WAY, PLEASE LET ME KNOW.
ON PAGE SIX, AS THE FLOCK BREAKDOWN, WE HAD 74 HITS DURING THE REPORTING PERIOD, 13 FOR STOLEN VEHICLE ALERTS.
11 WERE SEX OFFENDER ALERTS, BUT YOU SEE THAT NINE OF THOSE WERE THE SAME VEHICLE, UH, STOLEN A PLATE ALERTS, WE HAD 11 GANG OR SUSPECTED TERRORIST ALERTS.
WE HAD EIGHT MISSING PERSON ALERTS.
TWO WARRANTS WERE ZERO PROTECTION ORDER ALERTS WERE 12.
OTHER AGENCY HOT LISTS WERE 16, UH, VIOLENT PERSONS ONE.
AND THEN BELOW THAT ARE SOME OF THE CASES WHERE FLOCK ASSISTED IN OUR ROBBERY.
IT'S, THEY WERE ABLE TO GET A VEHICLE DESCRIPTION, WHICH LEADS THEM TO, UH, DRIVER OR OWNER INFORMATION AS WELL.
AND THEN IN OUR BURGLARY ON DIA COURT, UH, THE SAME THING, THEY WERE ABLE TO USE FLOCK TO GET ADDITIONAL VEHICLE INFORMATION AND POTENTIAL SUSPECT.
AND YOU SEE THAT BOTH OF THESE CASES ARE STILL OPEN.
SO THAT MEANS THE DETECTIVES HAVE INFORMATION AND LEADS THAT THEY CAN USE TO FURTHER THE, AND THEN UNDER THE ARREST, WE HAD EIGHT ARREST, UH, NO JUVENILE ARREST.
AND THE BREAKDOWN WAS THE WARRANT.
OTHER AGENCY JURISDICTION, UH, DWI AND DUTY UPON STRIKING A VEHICLE, POSSESSION OF CONTROLLED SUBSTANCE AND THEN EVADING POSSESSION OF A CONTROLLED SUBSTANCE.
THEN ON PAGE 10, UH, ARE THE ADDITIONAL NOTES, UH, COMMENTS ABOUT THINGS GOING ON WITH THE POLICE DEPARTMENT.
UH, LAST MONTH WE REPORTED ON THE GRANTS THAT WE WERE HOPING TO HAVE HEARD IN SEPTEMBER, BUT NOW WE'RE HOPING TO HEAR IN OCTOBER ABOUT THE OFFICIAL AWARDING, UH, THE MONEY FOR BOTH THE DISPATCH CONSOLE AND FOR THE, UH, INCAR AND BODY CAMERA, UH, SET UP.
AND THEN A QUICK NOTE, THE CITY OF MEADOWS PLACE, THE TEEM SLASH FEMA RECOVERY TEAM IS MEETING WEEKLY.
WE MEET BOTH WITH THE TEEM REPRESENTATIVE AND THE FEUM REPRESENTATIVE THAT, UH, IT'S BEEN EITHER A ZOOM TYPE MEETING.
AND THIS WEEK ON THURSDAY, WE HAVE AN IN-PERSON MEETING WITH THEM, AND WE HAVE A VERY GOOD, AS THEY CALL 'EM, PROGRAM MANAGER.
SHE'S VERY KNOWLEDGEABLE AND IS AN ASSISTING ANNA MARIA WAY MORE THAN ME, UH, IN GETTING EVERYTHING DONE SUCCESSFULLY.
SORRY FOR THE HIGHLIGHTING BEING SO DARK.
UH, PATROL THE FULL-TIME OFF, UH, POLICE OFFICER POSITION.
THE CHIEF MADE A CONTINGENT JOB OFFER THAT, UH, AT THIS POINT, THEY, UH, THE APPLICANT HAS SUCCESSFULLY PASSED THE POLYGRAPH, BUT HAS THE DRUG SCREEN PHYSICAL TO GO, AND THEY'RE SCHEDULED FOR THAT LATER IN THE WEEK.
ASSUMING THEY PASS THAT, THEN THEY WILL BE COMING ON BOARD WITHIN THE NEXT WEEK.
COURTNEY, UH, FOR DISPATCH FOR OUR FULL-TIME EVENING SHIFT POSITION.
THE CHIEF HAS AN INTERVIEW TOMORROW WITH A SUCCESSFUL BACKGROUND, UH, FORMERLY AT SUGARLAND POLICE DEPARTMENT AND RETIRED OUT OF DISPATCH OVER THERE.
[00:10:01]
AND THINK THAT THIS WILL BE A GOOD FIT FOR US.UH, YOU MAY KNOW WAY CASSANDRA JACKSON IS ONE OF OUR PART-TIME DISPATCHERS.
SHE'S A SUPERVISOR OVER AND SUGAR LANE COMMUNICATIONS, UH, DURING THE DAYTIME.
AND SO OUR LATEST APPLICANT COMES THROUGH HER.
SO WE'RE KIND OF EXCITED ABOUT THAT.
AND THEN WE DO HAVE ONE APPLICATION THAT'S IN THE BACKGROUND PHASE FOR THE, UH, PART-TIME DISPATCH POSITION.
WE HAVE NOT GOTTEN ANY, UH, ELIGIBLE, UH, APPLICANTS FOR THE BAILIFFS POSITION.
WE'VE HAD QUITE A FEW PEOPLE TO APPLY, BUT THEY DON'T MEET THE CRITERIA FOR THE POSITION.
AND THEN AGAIN, IT'S A QUICK REMINDER, NATIONAL NIGHT OUT THAT, UH, AND IF ANYTHING, I, I MENTIONED THAT, UH, WE ARE GOING DOWN OUR PREVIOUS YEARS LIST OF PEOPLE WITH PARTIES, BUT IF SOMEBODY SAYS ANYTHING, PLEASE HAVE THEM TO CALL AND GIVE THE INFORMATION BECAUSE, UH, AS OF LUNCHTIME TODAY, WE ONLY HAD FIVE PARTIES, AND I KNOW THAT THERE'S MORE THAN THAT.
SO IF YOU HEAR OR SEE SOMETHING, PLEASE ASK THEM TO CALL US SO WE CAN GET 'EM ON THE LIST.
AND THEN, UH, THE, THE CHIEF ALWAYS LIKES TO POINT OUT, WE'VE GOT EVENTS COMING UP.
SO THE FALL FESTIVAL IS COMING UP QUICKLY, AND OUR INCIDENT ACTION PLAN IS ALMOST COMPLETED THAT LIEUTENANT ADAMAS AND WORKING WITH BOTH COLLEEN AND LEE FROM PARKS AND REC TO GET ALL OF THE INFORMATION.
AND THEN THE BIG ONE IS HALLOWEEN.
AS WE KNOW, MEADOWS PLACE IS A SAFE, FUN CITY FOR HALLOWEEN, AND WE HAVE LOTS AND LOTS OF VISITORS THAT COME AND JUST FLOOD THE CITY.
AND THAT CONCLUDES THE REPORT FOR TONIGHT.
WERE THERE ANY QUESTIONS FOR ASSISTANT CHIEF JACK? YES.
UH, CONCERNING HALLOWEEN SCOTTSDALE DRIVE.
CAN WE CLOSE IT OFF THIS YEAR OR SOMETHING? EVERY YEAR WE GET SWAMPED WITH PEOPLE AND ALL, AND OTHER RESIDENTS HAVE COME TO MEETINGS IN THE PAST AND SAID AFTER THE FACT HOW BUSY OUR STREET IS.
AND THEY WERE DIRECTED TO COME UP WITH A PLAN AND BRING IT TO COUNCIL.
WELL, I'M COMING UP SOMETHING.
NO, IT'S, TELL KELLY IT'S MORE THAN THAT.
THEY NEED TO COME UP WITH A PLAN AND PRESENT IT TO THE POLICE.
WHAT THEY CONTACTED CONSIDERATION ME TODAY, AND THEY WERE TOLD A YEAR AGO.
YES, I, WE HAVE SEVERAL LOCATIONS THAT WE KNOW ARE, UH, STRESSORS FOR THE EVENT, BUT IT IS QUITE A FEAT TO CLOSE DOWN THE STREET.
SO, AND PLUS THAT WOULD BE A CHIEF STEWARD CONVERSATION.
YES, I'VE DISCUSSED, I HAVE DISCUSSED THAT WITH CHIEF.
UM, WERE THERE ANY MORE QUESTIONS, UH, ON THE BURGLARY AND ROBBERY CASES? IS THAT SOMETHING, IF THERE IS A RESOLUTION MADE, IS THAT SOMETHING THAT'S GONNA BE GIVEN TO COUNSEL INFORMATION ON, UH, AS FAR AS, HEY, WE SOLVED THIS CASE, ARRESTED SOME GUYS, OR WILL WE EVER KNOW? EXCELLENT QUESTION.
I THINK WE TRY TO, AS WE'RE COLLECTING THE INFORMATION, THAT LIEUTENANT DENTON, WHO IS OVER THE INVESTIGATIONS DIVISION, TRIES TO GIVE US NOTES.
AND TOWARDS THE END, I, I DIDN'T GO THROUGH THE ACTUAL ARREST, BUT IT WOULD BE IN THERE OKAY.
THAT IN THE ARREST SECTION FOR A PARTICULAR, UH, EVENT, YOU KNOW, BUT AGAIN, DON'T EVER HESITATE TO ASK.
THOUGH, MAY HAVE TO LOOK AFTER THE FACT, BUT WE TRY TO, ESPECIALLY IF IT'S SOMETHING THAT HAS RESULTED FROM OUR LEG WORK.
BUT WHEN OUR GUYS ARE OUT THERE GATHERING EVIDENCE, CHASING DOWN LEADS, USING THE FLOCK INFORMATION AND SO FORTH, WE LIKE TO GIVE THEM CREDIT YEAH.
AND, AND WE'D LOVE TO KNOW TOO, THAT'S, UH, WELL TRY TO MAKE A BETTER POINT OF HIGHLIGHTING IN THERE.
I MEAN, I'M HAPPY TO GO THROUGH THE ACTUAL ARREST IF, IF YOU WANT TO, BUT I WILL TRY TO MAKE A NOTE WHEN, UH, IT'S SOMETHING AS A RESULT OF OUR INVESTIGATION THAT, UH, THE CHIEF HAS THAT INFORMATION.
ANY MORE QUESTIONS? ALL RIGHT.
YEAH, OUR NEXT REPORT IS COMING FROM COLLEEN
[00:15:01]
WITH PARKS AND RECREATION.UH, THIS REPORT WILL SERVE FOR A TIME PERIOD FROM JULY THROUGH SEPTEMBER.
SO TO EVENT RECAP, UH, JULY 4TH WAS OUR LAST LARGE EVENT.
AND IT WAS, UM, WE HAD, UM, OVER 1500 PARTICIPANTS, WHICH WAS A, A LARGE INCREASE OVER THE PREVIOUS YEAR.
UM, SO WE ARE SEEING PEOPLE THAT ARE CONTINUING TO COME, BRING FAMILIES STAY THROUGHOUT THE EVENT.
IT WAS ALSO A GOOD WEATHER YEAR, WHICH MADE A, A, A BIG DIFFERENCE.
YES, IT WAS A LITTLE WARM, BUT, UM, AS OF THE EVENING STARTS, WE GET THAT NICE WIND COMING OFF THE LAKE.
UH, IT WAS A GREAT EVENT, A 12 MINUTE FIREWORK SHOW, THE EMOTIONS PERFORMED.
WE HAD 12 FOOD TRUCKS, FOUR SPIRIT BOOTH BOOTHS FROM THE COMMUNITY, UM, AND GREAT STAFF AND PD SUPPORT.
SO, UM, TO THOSE OF YOU THAT ATTENDED, THANK YOU FOR BEING THERE.
AND AGAIN, IT WAS A SUCCESSFUL COMMUNITY EVENT.
WE ALSO CLOSED OUT OUR SUMMER CAMP.
WE HAD 10 WEEKS OF SUMMER CAMP THROUGHOUT THE SUMMER.
IT ENDED THE FIRST WEEK OF AUGUST.
UH, WE AVERAGED ABOUT 18 KIDS PER CAMP PER WEEK.
UM, WE BROUGHT IN A REVENUE OF $22,700.
UM, IT WAS A LITTLE DOWN FROM WHAT WE DID OUR PREVIOUS YEAR, BUT WE ALSO WERE SHORT TWO WEEKS, ONE DUE TO BARREL.
AND THEN ALSO WE ONLY PROVIDED 10 WEEKS FOR THE PREVIOUS YEAR.
WE HAD 11 WEEKS, SO OUR NUMBERS WERE, WERE DOWN A LITTLE BIT.
UM, WE ALSO, UM, CLOSED OUT OUR POOL THIS YEAR.
THERE WERE NO INCIDENTS THIS PAST SUMMER.
UH, WE DID CLOSE ON LABOR DAY WEEKEND, UH, VERY SUCCESSFULLY.
OUR REVENUE INTAKE WAS $12,000.
SO WE, WE SAW A PRETTY, UH, SIGNIFICANT INCREASE THERE.
UM, AS JACK MENTIONED, OUR FALL FESTIVAL, THAT'S OCTOBER 12TH, SO I HOPE TO SEE ALL OF YOU THERE.
UH, WE HAVE 10 FOOD VENDORS AND DRINK VENDORS IN PLACE.
UH, OBVIOUSLY WE'LL HAVE ALL THE GREAT RIDES FOR THE KIDS AND SOME CARNIVAL RIDES A PETTING ZOO, ADRIAN'S FAULT WILL BE PERFORMING LIVE.
UM, AND THEN HOME AND GARDEN WILL BE PROVIDING THE BIG CRAFT BAZAAR AS THEY HAVE IN THE PAST.
WE'LL ALSO BE HOSTING A STEIN HOLDING CONTEST.
SO KURT, YOU GONNA BE CHALLENGING THIS YEAR?
'CAUSE LAST YEAR I DON'T THINK YOU WERE THERE.
ALRIGHT, SO YOU HAVE TO COME BACK AND RECLAIM.
UM, OUR NEXT EVENT IS THE PUMPKIN PATCH.
THE PUMPKIN PATCH IS AN EVENT HOSTED BY THE CHILDREN'S GARDEN.
THEY'RE ACTUALLY GONNA MERGE WITH US AT THE FESTIVAL.
SO THEY WILL HAVE A PUMPKIN PATCH AT THE FESTIVAL.
SO INDIVIDUALS CAN GO OVER THERE TO THE GARDEN AREA.
UM, KIND OF SEE WHAT GOES ON IF THEY WANT TO VOLUNTEER OVER THERE IN THE FUTURE.
THEY'LL ALSO HAVE THE OPPORTUNITY TO BUY SOME PUMPKINS, PAINT THEM, HAVE FUN AT THE EVENT.
UM, AND THEN THEY WILL ALSO HOST ANOTHER PUMPKIN PATCH AT THE NATURE CENTER ON THE 19TH.
UM, SO IF YOU GO AND BUY YOUR PUMPKIN THERE, YOU ALSO GET ADMISSION TO THE NATURE CENTER.
ALL THOSE PROCEEDS GO BACK TO THE CHILDREN'S, UH, CHILDREN'S GARDEN.
UM, AND THOSE, UM, FUNDS HELP FOR PLANTING AND BUYING SEEDS AND, AND RESOURCES THAT THEY NEED.
AND THEN THE NEXT EVENT AFTER THAT WILL BE OUR CHRISTMAS MEMORY.
NOW THAT IS DECEMBER 6TH FROM SIX TO 9:00 PM PROJECTS COMPLETED.
WE UPDATED THE COMMUNITY CENTER, IF YOU HAVEN'T SEEN THAT YET.
WE PUT IN A NEW FLOORING IN THE WHOLE FRONT ENTRY, BATHROOMS AND KITCHEN AREA.
IT NOW ALL, UH, MATCHES THROUGHOUT THE WHOLE FACILITY.
UM, WE ALSO, UH, REDID THE WALLS, THE TWO END CAP WALLS INSIDE THE MAIN HALL, UH, WITH, UH, ACTUALLY IT'S REAL BARNWOOD, UH, WE PUT THERE.
SO IT REALLY, UH, CLASSES IT UP MORE, GIVES IT A NICE APPEAL, IT WARMS IT UP.
AND IT ALSO SOFTENS, UM, THE ECHO IN THERE.
IT DOESN'T REMOVE THE ECHO, BUT IT DOES HELP DAMPER IT A LITTLE BIT MORE.
UH, WE DO HAVE ADDITIONAL PLANS, UM, TO PUT SOME, UM, UH, SOUNDPROOF PANELS ON THE CEILING, AND WE'LL BE DOING THAT, UM, UPCOMING IN THE NEXT COUPLE OF MONTHS.
SO THAT SHOULD HOPEFULLY HELP QUITE A BIT WITH THAT ECHO IN THERE.
IT WAS BETTER THIS LAST SUNDAY, A BIG DIFFERENCE.
UM, AND THAT WAS ALL ACTUALLY ALL FUNDED THROUGH EDC, SO WE APPRECIATE THEIR SUPPORT, UM, IN THOSE FUNDS TO DO THAT.
AND, UM, ALSO, I JUST WANTED TO PUT A DISCLAIMER ON THAT AS WELL, THAT WE HAVE INCREASED THE RATES, UH, THE RATES FOR THE COMMUNITY CENTER.
UM, SO WE HAVE NEW RATES, THEREFORE WE WANTED TO ACTUALLY DO MORE TO THE FACILITY AS WELL FOR OUR USERS.
[00:20:01]
REVENUE INTAKE, UM, THIS YEAR WAS $22,400.AND I EXPECT THAT TO GO UP AGAIN THIS COMING YEAR.
UH, WE HAVE REBUILT THE BUTTERFLY GARDEN, UH, NEW BEDS AND FLOWERS.
THOSE WILL BE GOING IN OVER THE NEXT TWO WEEKS.
UM, AND THAT WAS FUNDED THROUGH OUR GENERAL FUNDS, UH, REPAIRS FROM BARREL.
UM, THE BIGGEST DAMAGE THAT WE SAW, UM, HAD TO DO WITH FENCING AND JUST TREES, TREE LIMBS AND SOME TREE REMOVAL.
NONE OF OUR FACILITIES IN PARKS ACTUALLY TOOK AN IMPACT.
UM, OUR TENNIS COURT ACCESS ALSO, THAT WAS ACTUALLY COMPLETED, UM, THROUGH OUR GENERAL FUNDS.
OUR REVENUE INTAKE THIS YEAR WAS $4,500.
SO IT HAS DOUBLED IN ONE YEAR.
UM, AND I WOULD HAVE TO SAY THAT HAS TO DO A LOT WITH PICKLEBALL.
UM, AND THAT WAS ALL THOSE THAT PURCHASED CARDS AS YOU KNOW, THAT THE CARD RATE HAS GONE UP.
SO WE SHOULD EVEN SEE A GREATER INCREASE THIS COMING YEAR JUST BASED OFF OF THE INCREASE OF THE RATES ALONE.
UM, NEXT I WANNA TALK ABOUT UPCOMING PROJECTS.
AND I WANNA START OFF WITH THE TENNIS COURTS.
AND THE REASON WHY I WANNA START OFF WITH THAT IS WE DO HAVE THIS FANCY NEW ACCESS GATE.
IT WORKS THE WAY IT'S SUPPOSED TO WORK.
HOWEVER, UM, USERS ARE HOLDING THE GATE OPEN FOR INDIVIDUALS TO COME IN AND OR OPENING THE GATE FOR USERS TO COME IN THAT DON'T HAVE CARDS.
SO WE, WE ARE SEEING SOME ISSUES THERE.
WE DO HAVE A, A PLAN IN PLACE.
UH, LEE, ONE OF MY STAFF MEMBERS, HAS ADJUSTED HER SCHEDULE TO WHERE SHE COMES IN LATER IN THE DAY AND WILL STAY THROUGHOUT THE EVENING.
SHE'S GONNA BE A DROP IN COURT MONITOR, SO SHE'LL BE DROPPING IN THROUGHOUT THE EVENING, CHECKING, MAKE SURE PEOPLE HAVE THEIR CARDS.
UH, IF THEY DON'T, THEY WILL BE ASKED TO LEAVE.
WE'VE ALREADY NOTIFIED PD THAT THEY MIGHT GET SOME PHONE CALLS FROM US TO ASSIST IF WE HAVE ANY ISSUES.
UM, BUT THAT'S WHAT WE'RE GONNA DO FOR NOW.
AND HAVING LEE OUT THERE WILL KIND OF GIVE US A, YOU KNOW, ONSITE APPROACH TO BE ABLE TO SEE REALLY WHAT IS GOING ON, WHAT CAN WE DO DIFFERENTLY.
UM, I'VE ALSO EVEN HAD A CITIZEN, UH, VOLUNTEER TO BE A COURT MONITOR.
AND SO THAT IS SOMETHING THAT WE WILL, UM, LOOK AT MOVING FORWARD, UM, AFTER WE MAKE OUR OUR INITIAL ASSESSMENT.
UM, AND OBVIOUSLY THEY'LL, THAT WOULD COME WITH TRAINING AND PARAMETERS AND THINGS OF THAT NATURE.
UM, I DON'T WANT LEE TO CONTINUE TO BE OUT THERE, UM, MORE THAN A COUPLE WEEKS.
I, I NEED HER IN THE, THE FIELD DOING OTHER THINGS, BUT I JUST WANTED TO LET Y'ALL KNOW WE DO HAVE A PLAN IN PLACE.
UM, IT IS NOT, UM, OPERATING EFFICIENTLY AT THIS POINT, SO WE'RE GONNA TRY TO GET IT THERE.
COLLEEN, BEFORE YOU LEAVE THAT, WOULD THERE BE AN OPTION TO PUT A PAYMENT APP ON LEE'S IPAD OR ANYTHING WHERE SHE COULD JUST TAKE PAYMENT FROM 'EM RIGHT THERE?
THAT'S SOMETHING THAT I'LL HAVE TO LOOK INTO A LITTLE BIT FURTHER.
UM, IT'S A LITTLE BIT MORE COMPLEX THAN THAT, BUT I'LL BE, I'LL BE HAPPY TO LOOK INTO THAT.
SOMETIMES THEY FEEL PRESSURED TO ACTUALLY PAY UP WHEN THEY'RE CAUGHT IN THE ACT.
SURE, YEAH, I WILL DEFINITELY, UH, LOOK INTO THAT.
JUSTIN, DO YOU HAVE TO BE A RESIDENT TO GET A YOU DO NOT.
UH, THE RATES CURRENTLY ARE $75 FOR RESIDENT, $250 FOR A NON-RESIDENT.
AND THAT'S ONE CARD PER HOUSEHOLD AND EACH, UM, CARD CAN BRING IN THREE GUESTS.
WE ARE ADDING AN IMAGINATIVE PLAY FEATURE TO THE NATURE CENTER.
AND THIS WILL GO INTO OUR EARLY INHABITANT AREA IN THE BACKYARD.
UM, SO AGAIN, JUST, UM, ENCOURAGING CHILDREN TO FREE PLAY, USE THEIR IMAGINATION WHILE THEY'RE LEARNING.
UM, SO WE'LL HAVE SOME EDUCATIONAL SIGNS OUT THERE AS WELL TO KIND OF HELP EXPLAIN EARLY AMERICA.
UH, TREE TRIMMING, UH, ACTUALLY BEGAN TODAY, SO THEY ARE OUT.
IT SHOULD TAKE A COUPLE OF DAYS FOR THEM TO, TO GET THROUGH IT ALL.
I KNOW WE'VE ALREADY HAD A FEW COMMENTS ON FACEBOOK AND WE WILL BE, UM, ANSWERING THOSE AS WE GO.
UH, BUT WE'RE EXCITED TO SEE THE TREES, UH, WHICH THIS IS SOMETHING THAT WE'RE DOING EVERY OTHER YEAR AT THIS POINT.
UH, THERE ARE SOME TREES UP BY THE SCHOOL WITH CAUTION TAPE AROUND THEM.
WHAT IS THAT MARKING? THOSE, THOSE ARE MARKING THE TREES THAT WE ARE TRIMMING.
UM, THEIR PRICE CAME IN MUCH HIGHER THIS YEAR.
UM, SO AS WE HAD ASKED FOR OUR FUNDING FROM YOU GUYS AND YOU WERE SO GRACIOUS TO AWARD THAT, UM, THE PRICE CAME IN EVEN HIGHER THAN WHAT WE HAD EXPECTED.
SO WE HAVE CHOSEN CERTAIN TREES, UM, AND THE ONLY TREES THAT, UH, WILL BE DOING SEVERAL IN-HOUSE, WHICH WE'RE ABLE TO DO
[00:25:01]
THAT.UM, AND THEN THERE'S A FEW TREES IN, UM, MCDONALD PARK THAT WON'T GET GROOMED BECAUSE THEY REALLY DON'T NEED IT.
SO THE ONES WITH CAUTION TAPES NEED TO BE TRIMED.
THERE WAS SOME, SOME FOLKS WORRIED THEY WERE GONNA BE CUT DOWN AND I SAID, YEAH.
NO, THAT'S JUST BECAUSE WE CAN'T BE EVERYWHERE AT ONCE, SO WE LET THEM KNOW THAT WE MARKED 'EM.
UM, BUT IF YOU DO SEE A TREE IN THE CITY THAT WAS MISSED, UM, AND YOU REALLY FEEL LIKE IT SHOULD HAVE BEEN CUT THAT'S ON PARK PROPERTY OR CITY PROPERTY, PLEASE LET ME KNOW.
UM, ALSO SEASONAL LANDSCAPING.
UM, WE ARE IN A HOLDING PATTERN REALLY WAITING FOR FLOWERS TO COME IN.
AND WE'VE BEEN WAITING FOR A MONTH FOR ALL THESE NURSERIES, UM, TO GET THEM BEYOND MINUTE SIZE.
UM, SO WHEN WE PUT THEM IN, WE LIKE THEM ALREADY SHOWING SOME HEIGHTS SO YOU CAN SEE THE COLOR AND THEY'RE A LITTLE BIT HEALTHIER AND STRONGER.
UM, SO WE ARE HOPING WE HEARD, UM, AS OF TODAY THAT THEY SHOULD BE IN BY NEXT WEEK.
SO ONCE THEY'RE IN, WE'LL BE PLANTING THE MONUMENTS IN FRONT OF CITY HALL, THE WELL NUMBER TWO, UH, AND THROUGHOUT THE CITY OF THE AREAS THAT WE LANDSCAPE.
AND THEN MY STAFF WILL BE PREPARING FOR THE HOLIDAY SEASON, PUTTING UP BANNERS, UM, DISPLAYS THE TREE AND THE LIGHTS.
THAT USUALLY TAKES THE WHOLE MONTH OF NOVEMBER TO DO SO.
AND THEN, UM, THE PARK RULE SIGN AND THE QR CODES THAT WE HAD TALKED ABOUT COUNCIL A WHILE BACK, UM, THOSE HAVE ALL BEEN PRODUCED AND WE WILL BE HANGING THOSE IN THE PARKS.
THE PARK RULE SIGNS WITH ALL OF THE THINGS THAT YOU'RE ARE NOT ALLOWED IN THE PARKS.
UM, THIS IS THE SIZE OF BASICALLY A GARAGE CELL SIGN.
UM, AND THOSE WILL BE IN ALL OF OUR PARKS.
AND THEN THIS WILL ACTUALLY BE A THREE BY FIVE, UM, ALUMINUM.
AND SO IS THE PARK SIGN, UH, THREE BY FIVE.
IT'LL GO ON THE PICNIC TABLES AND THE BENCHES.
NOT EVERY ONE OF 'EM, BUT SCATTERED THROUGHOUT EACH OF THE PARKS SO THAT IF YOU'RE NOT NEAR A SIGN, YOU CAN JUST SCAN THE QR CODE, HEY, WHAT IS THAT? AND IT'LL ACTUALLY DIRECT THEM STRAIGHT TO OUR PARKS RULES PAGE AND PARK FACILITIES THAT WE HAVE.
SO WE'RE EXCITED TO SEE THOSE GO IN.
AND THEN I WANTED TO GIVE YOU A QUICK UPDATE ON OUR STAFFING.
UM, I ATTENDED A TRAINING FOR INCLUSIVE PLAY AND DESIGN PLANNING.
UH, VERY INFORMATIVE, LEARNED SOME NEW THINGS THAT ARE GOING ON IN THE FIELD AND SOME NEW OPTIONS THAT ARE OUT THERE.
VERY EXCITED TO SEE WHAT OTHER CITIES ARE DOING FOR INCLUSIVE PLAY.
I ALSO ATTENDED THE GREATER GULF COAST DIRECTORS ASSOCIATION MEETING FOR THE EAST REGION.
UM, AND THAT'S ALL THE DIRECTORS IN, IN THE EAST REGION, UM, THAT GOES ALL THE WAY DOWN TO GALVESTON AND THIS WHOLE AREA.
SO THERE WAS ABOUT 20 OF US THERE FROM DIFFERENT CITIES.
AND WE COME TOGETHER, WE SHARE IDEAS, ISSUES, SUPPORT, UM, AND THEN TALK ABOUT WHAT'S TO COME.
UH, CAROLYN AT OUR NATURE CENTER, SHE'S PARTICIPATING IN THE TEXAS MASTER NATURALIST PROGRAM.
IT'S A THREE MONTH LONG PROGRAM, SO SHE'S ALREADY BEGUN THAT.
THE BENEFIT FROM THAT IS THAT, UM, SHE WILL BECOME CERTIFIED AND SHE'LL BE NETWORKING AND SHE'LL HAVE A LOT OF RESOURCES THAT WILL BE AVAILABLE TO HER THAT SHE COULD UTILIZE AT THE NATURE CENTER AS, AND THEN ALSO HER OWN, UH, INCREASE OF EDUCATION IN THAT AREA ON PLANTS, ANIMALS, INSECTS, EVERYTHING, NATURE.
SO I'M EXCITED FOR HER TO COMPLETE THAT.
DOES SHE GET CERTIFICATE PAID FOR THAT? IS THAT SOMETHING SHE WILL ONCE, ONCE COMPLETED? YES.
UM, AND THEN I WANTED TO MENTION, YOU KNOW, ONE OF OUR ALL-STAR STAFF, WHICH IS QUESO, OUR BEARDED DRAGON, HE ACTUALLY HAS HIT OVER A HUNDRED THOUSAND VIEWS, SO WE'RE VERY EXCITED ABOUT THAT ON THE QUESO CAM.
SO THANKS TO CAMERON AND QUESO, UH, WE ARE REACHING PEOPLE IN A DIFFERENT WAY.
AND THEN FINALLY I WANNA END WITH, UM, SOME PARTNERSHIPS THAT WE HAVE GOING ON, OBVIOUSLY, UH, MEADOWS HOME AND GARDEN.
THEY'RE COMING OUT FOR THE BAZAAR AT FALL FESTIVAL MEADOWS ELEMENTARY.
UM, THEY CONTINUE TO PARTICIPATE IN FIELD TRIPS.
WE HAVE SEVERAL SCAN, UH, SEVERAL SCHEDULED FOR THE MONTH OF NOVEMBER.
WE'RE ALSO, UM, WORKING TOWARDS A PICKLEBALL CLUB WITH THE ELEMENTARY SCHOOL AND A GARDEN CLUB WITH THEM AS WELL.
UM, NO SET DATES YET, BUT WE'RE IN THE CONVERSATIONAL STAGE.
UM, MEADOWS PLACE, PONY LEAGUE.
UM, THE BATTING CAGE HAS BEEN POURED, UM, AND WE ARE IN THE PROCESS OF GETTING THAT ALL COMPLETED.
UM, AND THEN THEY WILL ALSO BE DOING CONCESSIONS AT OUR, UH, EVENTS COMING UP.
YOUTH ACTION COUNCIL, WE HAD 18 STUDENTS, UM, AT OUR FIRST MEETING.
AND THIS WEEKEND THEY'RE GOING TO A BEACH CLEANUP AND WE HAVE EIGHT STUDENTS THAT ARE, ARE HEADING OUT TO THAT.
AND THEN THEY'LL BE PARTICIPATING ALSO AT OUR FALL FESTIVAL AS VOLUNTEERS TO RUN THE, UM, RIDES.
[00:30:01]
GARDEN ALSO IS ONE OF OUR PARTNERS.THEY MEET EVERY SATURDAY AND THEY'RE THE ONES THAT ARE HOSTING THE PUMPKIN PATCHES.
I HAD THE OPPORTUNITY TO MEET WITH THEM, UM, TO DISCUSS SOME OPPORTUNITIES, HOW WE CAN SUPPORT EACH OTHER.
UM, WE TOSSED AROUND A FEW IDEAS, UM, OPEN INVITATIONS ON BOTH SIDES.
WE DON'T REALLY HAVE ANYTHING CONCRETE AT THIS POINT, BUT, UM, WE HAVE OPENED UP THAT DIALOGUE AGAIN TO BE ABLE TO, TO WORK TOGETHER AND SUPPORT EACH OTHER.
AND THEN, UH, FINALLY FORT BEND COUNTY ANIMAL CONTROL.
UM, THEY CAME AND MADE A PRESENTATION, UH, A WHILE BACK, AND WE ARE IN THE PROCESS OF COORDINATING EFFORTS.
WE'VE OFFERED, UM, A FEW SITES THAT THEY CAN COME AND SET UP THEIR, UM, EVENT.
THEY ARE LOOKING AT DATES THAT THEY'RE AVAILABLE, AND THEN WE WILL RECOORDINATE AND THEN GET THE WORD OUT AS FAR AS WHEN THEY'RE COMING, WHAT THEY'LL BE DOING AND ALL THAT.
UM, AND THEN FINALLY, I JUST WANTED TO SAY THAT I WILL BE OUTTA THE OFFICE STARTING TOMORROW THROUGH OCTOBER 7TH.
LEE WILL, UH, RESPOND WITH ANY QUESTIONS OR NEEDS THAT YOU MIGHT HAVE IN THE INTERIM.
WERE THERE ANY MORE QUESTIONS? THANK YOU FOR GETTING THE HAND WASHING SINK FIX.
BECAUSE THE INSPECTOR WILL BE BACK AND I WILL NOT BE SETTING THE AIR FRYER ON FIRE ANYMORE.
YOUR STAFF HAS BEEN VERY BUSY AND I'M LOOKING FORWARD TO EVERYTHING THEY DO TO GET US READY FOR THE HOLIDAYS.
SO IT'S ALWAYS A FUN TIME OF YEAR, SO THANK YOU VERY MUCH.
THANK YOU ALL FOR YOUR SUPPORT.
THAT TAKES US TO THE FIRE DEPARTMENT MONTHLY REPORT.
THERE WERE 58 INCIDENTS TOTAL, AND 33 OF THOSE INCIDENTS WERE MEDICAL ASSISTS.
UH, WHICH TAKE US TAKES US TO CITY ADMINISTRATOR'S REPORT.
UH, YOU MAY HAVE NOTICED THAT ON TONIGHT'S AGENDA, IT'S PRETTY HEAVY ON BUDGETARY HOUSEKEEPING.
UH, IT IS THE SEASON, UH, IT'S THAT TIME OF YEAR WHERE, UH, WE'RE CLOSING OUT FISCAL YEAR 24, PREPARING FOR FISCAL YEAR 25 STAFF FEELS LIKE IT WAS A VERY SUCCESSFUL BUDGET PROCESS THIS YEAR IN TERMS OF BEING ABLE TO, UH, COMMUNICATE AND PRESENT ALL THE NECESSARY DATA FOR YOU GUYS TO MAKE AN INFORMED DECISION.
UH, SO THIS IS THE TIME OF YEAR WHERE WE DO SOME BUDGET AMENDMENTS, MAKE SURE THAT THE BUDGET, UH, THIS YEAR IS TIED UP.
UH, DEPARTMENT DIRECTORS ARE SUBMITTING INVOICES BEFORE THE END OF THE WEEK TO MAKE SURE WE CAN FINISH OUT FISCAL YEAR 24.
AND THEN OUR FINANCE AND ACCOUNTING ARE DOING, UH, A LOT OF WORK ENTERING IN SOME COMMENTS INTO OUR LEDGERS AND JUST MAKING SURE THAT EVERYTHING IS TIED UP FOR, UH, TO BE ABLE TO IMPRESS OUR AUDITORS WHEN THEY SHOW UP.
UH, SO ANOTHER FISCAL YEAR IS ABOUT TO BE IN THE BOOKS, AND WE WILL WAIT FOR THOSE ACTUALS AND WE WILL READ THEM AND, UH, WE'RE LOOKING FORWARD TO THAT.
UH, THE OTHER ITEM IS WE'VE GOT TWO LARGE CAPITAL PROJECTS GOING ON RIGHT NOW IN TOWN IN TERMS OF WASTEWATER.
UH, THE TWO MOST IMPORTANT WASTEWATER FACILITIES WE HAVE THAT BEING THE WASTEWATER TREATMENT PLANT, AS WELL AS THE LIFT STATION.
UH, BOTH OF THEM ARE IN VERY SIMILAR SITUATIONS.
UH, WITHIN THE LAST COUPLE OF WEEKS, WE DID A PRE-CONSTRUCTION MEETING ON THE CONSTRUCTION CONTRACTOR FOR THE LIFT STATION, UH, FOR THOSE IMPROVEMENTS.
THEY'RE NOT GOING TO BE ABLE TO GET STARTED UNTIL PROBABLY SOMETIME AROUND JANUARY BECAUSE OF THE LEAD TIME ON PARTS AND MATERIALS.
UH, FOR THE WASTEWATER TREATMENT PLANT, WE'RE IN A VERY SIMILAR SITUATION.
WE'VE DONE WHAT WE CAN DO TO THIS POINT, AND RIGHT NOW WE'RE WAITING ON SOME STUFF TO BE MANUFACTURED, AND SO THEY'RE PROBABLY NOT GONNA GET STARTED UNTIL THE NEXT TWO, THREE MONTHS AS WELL.
SO THAT'S WHERE WE ARE ON BOTH THOSE FACILITIES, BUT WE'RE GLAD THAT THE BALL IS ROLLING ON THOSE.
AND OBVIOUSLY WE'VE BEEN TOLD BY BOTH CONTRACTORS THAT THEY CAN STILL MEET THE OBLIGATIONS OF THEIR CONTRACT AND BE DONE WITHIN THOSE, UH, CONTRACT TERMS. SO THAT'S WHAT WE'RE LOOKING FOR AS WELL.
UH, THE ONLY OTHER THING I WANNA MENTION IS THAT, UH, THE MAJORITY OF LAST WEEK AND ALL OF THIS WEEK, UM, ROD HANEY, OUR PUBLIC WORKS DIRECTOR, HAS BEEN OUT.
UH, HE DID LOSE HIS MOTHER RECENTLY, AND SO HE'S IN CANADA TAKING CARE OF FAMILY.
SO I WANT TO ASK YOU ALL TO KEEP HIS FAMILY AND YOUR THOUGHTS AND PRAYERS.
WE'RE ALL DOING SO, AND WE ARE LOOKING FORWARD TO HIM COMING BACK A LITTLE OVER A WEEK FROM NOW.
SO I WANTED YOU TO BE INFORMED ON THAT AS WELL.
THAT CONCLUDES MY REPORT'S NIGHTMARE.
DID YOU HAVE ANY QUESTIONS FOR NICK? OKAY.
MOVING ON TO MAYOR AND COUNCIL COMMENTS.
UH, THE ONLY THING WE HAVE ON HERE IS THE FORT BEND MOBILITY BOND PROJECT.
UM, PAYMENT WAS MADE TO CENTERPOINT FOR UPDATING OUR LICENSE AGREEMENT, I GUESS IT WOULD BE CALLED.
AND THE PLANS HAVE BEEN SUBMITTED TO THEM.
[00:35:01]
AT CENTERPOINT'S MERCY ON WHEN THEY'RE GONNA LOOK AT THE PLANS AND HOPEFULLY GIVE US A GO AHEAD TO MOVE THAT PROJECT FORWARD.UM, MOST PLANS ARE IN GOOD SHAPE.
COLLEEN, YOU AND I PROBABLY NEED TO GET TOGETHER TO LOOK AT THE, THE GATE FOR THE DISCOVERY CENTER AND MAKE SURE THAT THAT WIRING IS WHERE WE WANT IT TO BE, UM, SO THAT WE CAN GET THE POWER OVER TO THAT.
UM, OTHER THAN THAT, WE ALSO HAVE DORRANCE, BUT I'LL COVER THAT WHEN WE GET TO THAT AGENDA ITEM.
AND THEN ALSO, UH, ACTUALLY CENTERPOINT SENT US AN EMAIL TODAY, UH, AND I'M GONNA STRUGGLE TO FIND IT, BUT THEY WERE BASICALLY ASKING US, UM, THEY DID CASH THE CHECK, UH, THAT WE SENT, AND THEY'RE ASKING US WHO THE SIGNATORY NEEDS TO BE ON, UM, THE RIGHT OF ACCESS LETTERS.
UM, UM, IT SHOULD BE THE MAYOR.
UM, SO WE CAN GET BACK WITH THEM ON THAT.
BUT UM, YEAH, THE APPLICANT SHOULD BE THE CITY AND THE MAYOR WOULD BE THE SIGNATURE.
THANK YOU RICK AND NICK, THAT MOVES US ON TO OUR REGULAR AGENDA.
IS EVERYBODY READY TO GO? OKAY.
UH, WE'RE GONNA GO WITH NUMBER ONE, DISCUSSION AND CONSIDERATION REGARDING ORDINANCE NUMBER 20 24 40 APPROVING THE CITY OF MEADOWS PLACE, ECONOMIC DEVELOPMENT CORPORATION 20 24, 20 25 FISCAL YEAR BUDGET AS ADOPTED BY THE BOARD OF DIRECTORS AT ITS SEPTEMBER 19TH, 2024 ECONOMIC DEVELOPMENT CORPORATION MEETING.
I HAVE A MOTION AND A SECOND FROM TIA.
IS THERE ANY DISCUSSION? I HAVE A MOTION AND A SECOND.
IS THERE ANY DISCUSSION? DID YOU WANNA SAY? OKAY.
UH, EVERYONE IN FAVOR SAY AYE.
ANYONE A OPPOSED? MOTION PASSES? I DID.
I DID WANNA ASK COUNSEL, WE WERE GONNA GET TOGETHER BOTH BODIES LAST WEEK.
UM, WE OBVIOUSLY DIDN'T DO SO, BUT I JUST WANTED TO GET Y'ALL'S FEEDBACK REAL QUICK AS A PART OF THE NEW BUDGET AND AS A PART OF NEW PROCESS, ARE YOU GUYS STILL INTERESTED IN MAYBE HAVING A JOINT DISCUSSION WITH PDC OR NOT? OKAY.
AGENDA ITEM NUMBER TWO, DISCUSSION AND CONSIDERATION OF RESOLUTION NUMBER 20 24 36 APPOINTING ONE DIRECTOR TO THE MEADOWS PLACE FOUR B ECONOMIC DEVELOPMENT CORPORATION FOR A TERM COMMENCING IMMEDIATELY AND ENDING DECEMBER 31ST, 2025.
I, I WILL MAKE A MOTION TO APPOINT DAVID MERTENS TO FILL THE POSITION.
WE COULD JUST, UH, DENY YOUR RESIGNATION.
I HAVE, IS THERE ANY DISCUSSION? I HAVE A MOTION AND A SECOND.
ANYONE OPPOSED? MOTION PASSES.
AGENDA ITEM NUMBER THREE, DISCUSSION AND CONSIDERATION OF RESOLUTION NUMBER 20 24 37 ACCEPTING THE LETTER OF RECOMMENDATION FROM HDR ENGINEERING INCORPORATED AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH TANDEM SERVICES LLC FOR THE DORRANCE LANE RECONSTRUCTION PROJECT PHASE TWO AND THE AMOUNT OF $2,029,000 606 $2,029,661.
WE HAVE, UM, A MEMBER OF HDR IN THE AUDIENCE.
IF THERE'S ANY QUESTIONS FROM COUNSEL AS WELL AS A TANDEM REPRESENTATIVE, AS WELL AS A TANDEM REPRESENTATIVE, I WILL MOVE TO APPROVE.
I'LL SECOND IF I HAVE A MOTION AND A SECOND.
IS THERE ANY DISCUSSION? UM, I MEAN, I JUST WANT TO KIND OF COORDINATE WITH TANDEM AT SOME POINT.
UM, I THINK THAT WE SHOULD HAVE A GROUNDBREAKING JUST TO DO SOMETHING OF THAT NATURE.
UM, INVITE THE COMMISSIONER'S OFFICE AS THE, THE FUNDING FOR THIS IS COMING FROM THE FORT BEND COUNTY MOBILITY BOND.
UM, BEYOND THAT, UM, WE'LL TELL YOU THAT THE RESIDENTS WILL BE WATCHING, THEY'LL BE LOOKING OVER YOUR SHOULDER THE ENTIRE TIME.
AND, UH, I'D RECOMMEND THAT YOU EITHER VIDEOTAPE OR TAKE PICTURES OF EVERY DRIVEWAY BEFORE YOU START, AS WELL AS YOU WILL PROBABLY BE APPROACHED BY SOME OF THE RESIDENTS ABOUT, UM, PAVING THEIR DRIVEWAY ALL THE WAY TO THEIR GARAGE.
YOU CAN DECIDE TO DO THAT AT YOUR OPTION IF, YOU KNOW, WORK OUT AN AGREEMENT WITH THEM, BUT IT IS NOT REQUIRED BY THE CITY THAT YOU OFFER THEM A PRICE.
YOU CAN JUST TELL THEM YOU'RE NOT INTERESTED IF THAT'S YOUR DESIRE.
LAST TIME WE DID A TOWN HALL WITH THE RESIDENTS, ARE WE DOING THAT AGAIN FOR INFORMATIONAL PURPOSES? I DON'T THINK WE HAD ANYTHING PLANNED, BUT WE DEFINITELY COULD BEFORE WE
[00:40:01]
OKAY.I MEAN, I'M ASSUMING, HAVE WE TALKED ABOUT NOTICE PROCEED DATE YET? SOTO? MID MID-OCTOBER, YEAH.
SO I THINK THAT IT WOULD BE IMPORTANT FOR US TO DO THAT, ESPECIALLY SINCE IT, I AM ASSUMING IT'S GONNA LAST OVER THE HOLIDAYS, AND I REMEMBER LAST TIME WITH THE ONE SIDE TWO SIDE MAIL ISSUE.
THAT WILL BE ONE OF THE THINGS THAT WE WANT TO TALK ABOUT ON YOUR SCHEDULING.
WE'D PREFER NOT TO HAVE DRIVEWAYS AND STREET TORN UP DURING THE ACTUAL HOLIDAYS THEMSELVES.
SO WE CAN LOOK AT YOUR SCHEDULE AND SEE HOW WE CAN TRY TO PHASE THAT.
WE'LL ADJUST TIME AS NEEDED TO, TO ACCOMMODATE THAT.
BUT I THINK THAT WHEN WE TALKED ABOUT WHETHER OR NOT TO INCLUDE A TOWN HALL AND PHASE TWO AS A PART OF YOUR CONTRACT, WE HAD IT IN PHASE ONE, BUT WE, WE, WE DID NOT PUT IT INTO HDR'S CONTRACT, BUT WE MIGHT, WE COULD PROBABLY JUST DO IT AMONGST OURSELVES.
AND SEE WHAT KIND OF QUESTIONS THE, THE RESIDENTS WOULD HAVE, AND IF WE NEED IT, PROVIDE, GET THOSE QUESTIONS TO THE CONTRACTOR AND ENGINEER.
IS THERE ANY MORE DISCUSSION? ALL RIGHT, I HAVE A MOTION AND A SECOND.
ANYONE A OPPOSED? MOTION PASSES.
MOVING ON TO ITEM NUMBER FOUR, DISCUSSION AND CONSIDERATION OF THE FIRST READING OF RESOLUTION NUMBER 20 24 38 DECLARING MEADOWS PLACE, ECONOMIC DEVELOPMENT CORPORATION'S INTENT TO UNDERTAKE THE MEADOWS PLACE.

I KNOW THAT THEY HAVE RAISED SOME MONEY AS WELL, UH, TO PUT INTO THAT.
THE, THE, THE PRICE THAT, UM, SAVITA PROVIDED WAS $10,500.
UM, EDC IS AWARDING 10,000 MM-HMM.
SO, UM, MEADOWS PLACE BASEBALL WILL MAKE UP THE DIFFERENCE.
ANYONE OPPOSED? MOTION PASSES.

MARK MCGRATH PARK BATTING CAGE PROJECT.
I JUST WANTED TO SAY THANK YOU VERY MUCH FOR, UH, UH, REACHING THIS POINT.
UM, WE PLAN TO HAVE THIS OPERATIONAL HOPEFULLY BY NEXT MONDAY.
UM, WE, THE LEAGUE CONTINUES TO GROW, UM, AS A, WE HAD 198 REGISTER THIS SEASON, WHICH IS OUR BIGGEST SEASON SINCE I'VE BEEN INVOLVED.
AND SO WE ARE REALLY HURTING FOR PRACTICE SPACE AND THIS WILL VERY BE, UH, BE A BIG HELP TO US.
THANKS FOR BEING HERE TONIGHT.
JAMES, I HAVE A QUESTION FOR YOU.
UM, WITH THE BATTING CAGE, IS THAT AVAILABLE TO JUST THE LEAGUE? IS IT AVAILABLE TO RESIDENTS? HOW IS THAT GONNA WORK? IT IT WILL BE OPEN TO THE PUBLIC.
BUT, UM, THE LEAGUE HAS FIRST PRIORITY.
SO IF SOMEBODY COMES UP, AS LONG AS YOU GUYS AREN'T USING IT, THEY'RE ALLOWED TO USE IT, OR, OR YEAH.
IT WILL BE OPEN TO THE PUBLIC.
SO, I MEAN, UM, AND THE PLAN IS TO REMOVE IT IN BETWEEN BASEBALL SEASONS? YES.
SO I WAS GONNA ASK YOU DURING, WHEN SEASON'S OUT, YOU'RE GONNA REMOVE IT.
I ONLY ASKED 'CAUSE MY DAUGHTER ASKED WHEN WE WENT ON A WALK THE OTHER DAY IF SHE WAS GONNA BE ALLOWED.
YEAH, THERE'S, YEAH, IT WILL BE OPEN TO THE PUBLIC.
UM, SO WE WILL, AND, AND SO REALLY THE TIMES WE'LL USE IT WILL BE MAINLY IN THE EVENINGS MONDAY THROUGH FRIDAY AND PROBABLY DURING GAMES ON SATURDAY.

UH, I, I SAW THE PICTURE AND IT, IT MADE MY DAY.
UM, THE DAY THAT WE DO IT, I WANNA MAKE SURE THAT WE, UH, INVITE, UH, COUNCILMAN MEMBER ISABEL.
'CAUSE I KNOW WHEN WE HAD THAT DISCUSSION, UM, IT WAS HIS IDEA ORIGINALLY TO DO THAT.
SO I WOULD JUST LIKE TO MAKE SURE THAT WE TRY TO REACH OUT.
I DON'T, I DON'T KNOW IF WE DO HAVE CONTACT WITH HIM, BUT IF WE DO, IF WE COULD TRY TO REACH OUT.
AND RIGHT NOW, UM, WE HAVEN'T PUBLISHED A DATE ONLY BECAUSE WE ARE WAITING FOR THE ITEMS TO ACTUALLY ARRIVE, UH, TO MAKE SURE THAT THEY'RE HERE IN TIME FOR THE EVENT.
