I'M WITH SEVEN MULTI-SITE SOLUTIONS AND OUR CLIENT JIFFY LUBE WOULD LIKE TO BUILD ONE OF THEIR FACILITIES AT 11 7 20 WEST AIRPORT BOULEVARD.

AND I AM HERE TO TALK TO YOU A LITTLE BIT ABOUT THAT.

FIRST, A LITTLE BIT OF AN OVERVIEW OF THE BUSINESS.

JIFFY LUBE INTERNATIONAL IS A WHOLLY OWNED SUBSIDIARY OF ROYAL DUTCH SHELL, AND THEY HAVE ABOUT 2000 FRANCHISES ALL OVER THE U S UM, JIFFY LUBE ALONG WITH SHELL IS A VERY RISK AVERSE COMPANY.

THEY'RE DESIGNED BUSINESS OPERATIONS AND SAFETY RECORD IS EXEMPLARY.

THEY REALLY PUT A BIG EMPHASIS ON SAFETY.

THE SITE WILL BE OPERATED BY A PREFERRED FRANCHISEE WHO RUNS FACILITIES NATIONWIDE, AND THEY HAVE KNOWLEDGE ON HOW TO OPERATE AND MAINTAIN

A JIFFY LUBE FACILITY TO THE HIGHEST STANDARDS.

THE SERVICES THAT ARE PROPOSED FOR THIS FACILITY ARE OIL CHANGES, VEHICLE INSPECTIONS, FILTERS, FLUIDS, BATTERY, REPLACEMENTS BREAKS, AND SOME TIRE REPLACEMENT.

AND THE FOCUS IS GOING TO BE ON OIL CHANGES AND QUICK IN AND QUICK OUT SERVICES.

UM, THEY DON'T WANT TO DO ANY FULL SERVICE, ALL DRAWN OUT THING.

THEY JUST WANT, UM, TYPICALLY IT'LL BE LIKE HALF AN HOUR TO AN HOUR SERVICES, SOMETIMES A LITTLE LONGER, DEPENDING ON THE VEHICLES.

UM, THERE WILL BE NO OUTDOOR STORAGE OF ANY MATERIALS, PARTS, TIRES, THAT SORT OF THING.

UM, RIGHT NOW THEY'RE PROPOSING TO OPERATE BETWEEN 8:00 AM AND 6:00 PM DAILY WITH REDUCED HOURS ON THE WEEKENDS.

THEIR PEAK HOURS ARE TYPICALLY SATURDAY AFTERNOONS AND THEY HAVE ABOUT FOUR TO SIX EMPLOYEES PER SHIFT.

AND THAT INCLUDES THE MANAGER ON SITE AT THE TIME, AND THAT THEY WILL ONLY SERVE AS PASSENGER VEHICLES.

THE BIGGEST THING THEY COULD FIT IN THERE IS PROBABLY MAYBE A DOOLEY OR TYPE VEHICLE.

SO YOU WON'T HAVE BIG TRUCKS THERE.

UM, AND THE LOCATION WILL NOT BE, THEY DON'T EXPECT IT TO BE A BIG TRIP GENERATOR, MAYBE AN ESTIMATED 50 TO 60 CARS PER DAY ON A BUSY DAY, UH, FOR THEIR PROCESS.

I DON'T KNOW IF YOU WILL SHOW THE PLANS A LITTLE BIT LATER, BUT THE WAY THE BUILDING'S LAID OUT THE VEHICLES WILL ENTER THE FACILITY FROM THE NORTH SIDE AND THEY'LL ENTER THE BASE THERE.

AND THE CARS WILL NOT BE IDLING WHILE THEY'RE WAITING.

UM, THEY'LL SHUT THEIR VEHICLE OFF, GO INTO THE CUSTOMER LOUNGE.

AND THEN BEFORE THE VEHICLE IS SERVICED, IT WILL BE MOVED INSIDE.

THE BABE.

I WONDER THE EMPLOYEES AND THE VEHICLES WILL EXIT VIA THE SOUTH BAY DOORS WHEN THE SERVICE IS COMPLETE.

UM, FOR, I KNOW ONE OF THE BIG CONCERNS WILL BE THE WASTE DISPOSAL AND STORAGE.

UM, THE GENERAL A NON-REGULATED WASTE WILL BE REMOVED DAILY AND DISPOSED OF IN A COMMERCIAL DUMPSTER, USED OIL AND FLUIDS ARE STORED IN ABOVE-GROUND TANKS IN THE BASEMENT.

THEY ARE PUMPED AND REMOVED BY AN APPROVED HOLLER.

AND IT'S PUMPED FROM WITHIN THE, THEY DRIVE INTO THE SERVICE BAY AND PUMP FROM WITHIN THE FACILITY, NOT FROM OUTSIDE.

UM, THE TRANSPORTER THEN RECYCLES THE USED OIL ACCORDING TO STATE AND LOCAL REQUIREMENTS AND THE BASEMENTS WHERE THE FLUIDS ARE STORED IS COMPLETELY WATERPROOF AND COMPLETELY CONTAINED IT'S.

UM, IF SOMETHING DOES HAPPEN TO SPILL DOWN THERE, THEY HAVE SPILL CONTAINMENT AND THAT ENTIRE AREA WILL HOLD ALL OF THE FLUIDS AND UNTIL IT CAN BE CLEANED UP SO THAT THERE IS NO RISK OF IT ENTERING THE SOIL OR THE WATER OR ANYTHING OUTSIDE OF THE FACILITY, UM, AN OIL AND WATER SEPARATOR WILL BE INSTALLED, BUT JUST FOR MOP SINKS AND CLEANING PURPOSES, UM, EVERY ONCE IN A WHILE, YOU'LL GET SOME GRIT FROM A CAR AND MAYBE A LITTLE OIL HERE AND THERE THAT JUST NEEDS TO GET MOPPED UP.

AND THAT WILL BE DISPOSED OF THROUGH THE MOP SINK THAT GOES THROUGH THE OIL AND WATER SEPARATOR SO THAT IT DOESN'T END UP IN THE SEWER SYSTEM.

AND THAT WILL BE SERVICED BY AN APPROVED COMPANY AS WELL, THAT WILL COME AND PUMP THAT OUT OCCASIONALLY AND DELIVERIES AND WASTE RECLAMATION.

IT ALL HAPPENS DURING REGULAR BUSINESS HOURS BECAUSE THEY NEED TO SIGN THE MANIFESTS FOR EVERY PICKUP AND EVERY SERVICE OF EITHER THE OIL, WATER SEPARATOR, OR THE FLUID PICKUPS, THAT SORT OF THING.

SO IT WILL BE DURING THE DAY, UM, SOUND, I KNOW WE'RE ALSO CONCERNED WITH SOUNDS THAT MAY COME FROM THE FACILITY.

ALL WORK IS DONE WITHIN THE BAYS.

NOTHING'S DONE OUTSIDE, UM, THE SEPARATION DISTANCE BETWEEN, UM, THE RESIDENTIAL PROPERTIES, ESPECIALLY OVER ON BROOK MEADOWS LANE.

WE'VE GOT A 60 FOOT, UM, CLEARANCE THERE PLUS ADDITIONAL 10 TO 20 FEET, DEPENDING ON WHERE WE ARE IN THE BUILDING BECAUSE OF THE BAYS, OUR SETBACK FROM THE LOUNGE AREA AND THE CUSTOMER IN THE OFFICE AREA.

UM, ADDITIONALLY, THERE'S A FENCE THERE THAT WILL HELP ABSORB SOME OF THE SOUND AND THEY ALSO INTEND TO PUT IN, UH, SEVERAL TREES AND SOME SHRUBBERY TO KIND OF ABSORB ANY SOUND THAT WOULD TRESPASS FROM THE BUILDING.

WE'RE GOING TO TRY TO BE AS QUIET AND, UM, NICE TO THE NEIGHBORS AS POSSIBLE.

WE UNDERSTAND THAT THAT IS PROBABLY A CONCERN AND WILL COMPLY WITH ALL LOCAL REQUIREMENTS AND NOISE ORDINANCES, THAT SORT OF THING.

AND, UM, ALSO A NOTE THAT THE SOUNDS THAT, UM, ARE BEING GENERATED ARE NOT CONTINUOUS IN NATURE.

MIGHT BE LIKE A AIR COMPRESSOR COMING ON FOR MAYBE A FEW MINUTES AT A TIME, OR PERHAPS AN IMPACT WRENCH, JUST A VERY, VERY SHORT BURSTS OF SOUND.

SO IT'S NOT A CONTINUOUS, UH, CONTINUOUS NOISE ALL THE TIME.

UM, FOR LIGHTING, THE BUILDING AND YARD LIGHTS ARE INTENDED TO BE THE MINIMUM NECESSARY FOR SAFETY AND ACCESS TO THE SITE.

UM, THE LIGHTING WILL MEET, UM, ALL THE COUNTY AND, UH, CITY OUTDOOR LIGHTING ORDINANCES, AND THEY ARE DARK SKY COMPLIANT FIXTURES TO MAKE SURE THAT WE DON'T HAVE TRESPASS INTO THE NEIGHBORING YARDS, UH, THE SITE AND BUILDING OVERVIEW, ESSENTIALLY.

WE'RE ON THE NORTHEAST CORNER OF, UH, THE STRIP CENTER AT SOUTH KIRKWOOD AND WEST AIRPORT.

AND WE ARE TUCKED UP ALONG.

SO THE BAY DOORS ON THE NORTH IS WHERE THE PEOPLE WILL ENTER AND THEN EXIT THROUGH THE SOUTH.

AND WE ARE THE ACCESS TO THE SITE IS WE'RE USING EXISTING ACCESS.

NO MORE DRIVEWAYS WILL BE ADDED.

THEY'LL JUST BE THE ONE OFF OF SOUTH KIRKWOOD.

AND THEN THE ONE OFF OF WEST AIRPORT ON THE SOUTH SIDE OF THE SITE, UH, LET'S SEE SETBACK THE SETBACKS ON THE EAST SIDE.

UM, WE'RE, WE'RE PROPOSING TO MAINTAIN THE EXISTING TREES THERE BECAUSE THOSE ARE REALLY NICE TREES AND WE WOULD LIKE TO KEEP THEM, UM, SO WE ARE PROPOSING TO ADD SOME LANDSCAPED AREAS AROUND THE TREES WITH SHRUBBERY AND FLOWERS, PLANTINGS, THAT SORT OF THING.

AND THEN ALSO, AS I DISCUSSED EARLIER, THERE'S GOING TO BE A BUFFER OF TREES ALONG THE NORTH SIDE, BETWEEN THE FACILITY AND THE RESIDENCES, THE SITE CIRCULATION, WE HAD TALKED ABOUT, UM, THE VEHICLES GOING AROUND TO THE NORTH TO ENTER THE BUILDING AND THEN EXITING THROUGH THE SOUTH.

THE EMPLOYEE PARKING WILL BE ON THE WEST SIDE OF THE LOT, AND THERE IS A CURB THERE AND A SEPARATION BETWEEN THIS SITE AND THE JIFFY LUBE PARKING AND THE PARKING THAT WOULD BE FOR THE DAYCARE OR THE OTHER, UH, BUSINESSES IN THAT STRIP CENTER.

WE WANT TO MAKE SURE THAT WE'RE NOT BEING A NUISANCE OR A SAFETY HAZARD TO THE NEIGHBORING BUSINESSES, ESPECIALLY WHEN LITTLE ONES CAN BREAK FREE.

UM, LET'S SEE, THE BUILDING IS OKAY.

WE, YOU TALKED ABOUT, ABOUT 60 FEET PLUS AWAY FROM THE NORTH PROPERTY LINE, WHICH IS WHERE THE HOUSES ARE.

SO WE WANT TO TRY TO BUFFER OURSELVES FROM THE HOUSES SO THAT WE CAN BE A GOOD NEIGHBOR, PROPOSED LANDSCAPING.

UM, WE ARE LOOKING THERE'S SEVERAL LARGE TREES THAT WILL BE PLANTED ALONG THE NORTH SIDE, ALONG WITH SOME MEDIUM AND SMALL TREES AND SOME SHRUBBERY JUST TO PUT IT IN A NICE BUFFER SO THAT, UM, I DON'T KNOW IF YOU WANT TO LOOK AT A JIFFY LUBE, BUT IF YOU DO, YOU'LL HAVE TO TRY A LITTLE HARDER BECAUSE THERE'S GOING TO BE TREES IN THE WAY.

UM, WE'RE REQUESTING TO PRESERVE THE EXISTING MATURE TREES ON THE EAST SIDE AND ADDING PLANTING BEDS TO THAT.

AND THE REMAINING AREAS WILL BE SEEDED OR SODDED TO MATCH THE EXISTING GRASS.

AND THAT IS AN ARTIST RENDERING OF THE FACILITY AND THE PROPOSED COLORS.

YES, YES.

THAT IS ONE OF THEIR NEW COLOR SCHEMES THAT THEY ARE ROLLING OUT.

AND, UH, PERSONALLY I THINK IT LOOKS A LOT BETTER THAN STARK WHITE, BUT, YOU KNOW, IT'S ALL OPINION.

UM, THEY WOULD PROBABLY BE WILLING TO LOOK AT GOING TO WHITE OR, UM, CHANGING SOME OF THE COLORS SCHEME IF OKAY, THIS THING THEY'RE PROBABLY OPEN TO MAKING SOME CHANGES IF NECESSARY.

UM, THE SIGNAGE, WHAT THEY'RE LOOKING AT RIGHT NOW IS SIGNAGE ON ALL SIDES OF THE BUILDING.

AND AS YOU CAN SEE, THE SHORT ENDS OF THE BUILDING HAVE VERY LITTLE SIGNAGE AND WE ARE ALSO LOOKING AT A MONUMENT SIGN ALONG SOUTH KIRKWOOD, AND ANY QUESTIONS COUNCIL, ANYBODY HAVE QUESTIONS, PUBLIC, ANYBODY HAVE, YES.
