WE ARE STREAMING MEADOWS PLACE, CITY COUNCIL, SPECIAL SPECIAL SESSION AGENDA BECAUSE IT IS TUESDAY, NOVEMBER 17TH, 2020 AT SIX 30.

WE'VE MOVED IT UP, UH, FOR THE HOLIDAYS ITEM A IS CALLED ORDER AND ANNOUNCED THE QUORUM IS PRESENT.

WE ARE ORDERED AND ALL OF COUNCIL IS PRESENT.

UM, WE WANT TO GO THEN TO ITEM ONE, WHICH IS PLEDGE OF ALLEGIANCE, AND WE ARE HONORED TO BE LED IN THE PLEDGE OF ALLEGIANCE BY MR. KEVIN BAKER AND, UH, INVOCATION STAY UP AND JIMMY FENWICK WILL LEAVE.

UM, RECOMMENDATION HAD TO APPROVE ORDINANCE 20, 20 DASH 38.

UM, AND THIS, UH, CONSIDER THIS ORDINANCE CANVASSING THE RETURNS IN DECLARING THE RESULTS OF THE GENERAL ELECTION HELD ON NOVEMBER 3RD, 2020 FOR THE PURPOSE OF ELECTING A MAYOR, ALDERMAN PLACE ONE, PLACE TWO AND PLACE THREE.

UH, THEN WE'RE GOING TO LET, UH, ALDERMAN BUSINESS SPEAK AS WE HAVE OUR COFFEE AND CAKE AND CELEBRATE EITHER HIS LEAVING OR TEA IS COMING ON BOARD.

UH, BUT ANYWAY, SO WITH THAT, UH, ABSOLUTE.

SO IF I CAN HAVE ASKED THE, UH, LECTIN NEWLY APPOINTED COUNCIL MEMBER TO MEET IN FRONT OF THE COUNCIL DIES, WE WILL RECEIVE OUR LICENSE CERTIFICATES.

THANK YOU TO, UH, THE CITIZENS HAVE HAD A REALLY ENJOYABLE TIME.

I'VE LEARNED A LOT, AND I WAS JUST GOING TO MENTION A FEW PEOPLE AS I GO THROUGH THIS.

BUT FIRST I MOVED HERE IN 1976 WHEN I WAS ONE THAT'S WHAT I'M GOING WITH.

AND, UH, YOU KNOW, ME, I MEAN, ME AND MY WIFE, WE MOVED AROUND A LITTLE BIT AFTER COLLEGE AND WE SETTLED HERE IN 2003 IN THE CITY OF MEADOWS PLACE.

IT'S INTERESTING STORY ON HOW WE ENDED UP HERE BECAUSE WE WERE IN FIRST COLONY AND I QUIT MY JOB.

UH, AMY WAS PREGNANT AND WE HAD SOLD THE HOUSE AND WE HAD NOWHERE TO LIVE.

I HAD NOWHERE TO GO.

I HAD NO JOB AND I HAD NO HEALTH INSURANCE.

SO I SAID, WELL, LET'S GO BACK TO WHERE I KNOW BEST.

AND IT'S GO BACK TO THE CITY OF MEADOWS PLACE.

THAT'S FINE.

IT'S A LITTLE HOUSE.

WE'LL FIGURE OUT WHAT WE'RE GOING TO DO FROM THERE.

AND THAT WAS 20 YEARS AGO, SOMETHING LIKE THAT.

UM, SO DURING THAT TIME, I STARTED TO GET ENGAGED IN COUNCIL A LITTLE BIT AND GO TO THE MEETINGS.

JUST I WANTED TO UNDERSTAND FOR MO MORE OF MY OWN PERSONAL BENEFIT THAN ANYTHING.

UH, BUT IT REALLY WASN'T UNTIL ABOUT 10 YEARS AGO WHEN I WALKED DOWN TO THE POOL FOR THE ROUNDABOUT MEETING.

AND, UH, I HAD NO IDEA WHAT TO EXPECT.

AND IT WAS JUST AN EXPLOSIVE MEETING THAT WAS ALL OVER THE PLACE.

AND I DIDN'T KNOW REALLY WHAT TO THINK.

I ACTUALLY KIND OF FELT SORRY FOR RICK AND CHARLIE UP THERE TRYING TO FIELD ALL THOSE QUESTIONS AND STUFF.

AND SO, AND

I DIDN'T REALLY HAVE AN OPINION.

I HADN'T REALLY TRAVELED A LOT AT THAT TIME.

SO I ENDED UP, UH, YOU KNOW, GETTING A LITTLE MORE ENGAGED, GETTING, TALKING TO A LITTLE MORE PEOPLE, TALKING TO THE MAYOR AND SOME OF THE COUNCIL.

AND THEN I THOUGHT, YOU KNOW WHAT? THERE WAS AN EMPTY POSITION.

AND IF YOU REMEMBER KELLY, I WAS GOING TO RUN FOR YOUR POSITION.

YOU REMEMBER THAT? AND YEAH, WE DECIDED, WELL, KELLY'S TOO NICE OF A PERSON.

SO I SAID, WELL, YOU GO AHEAD, KELLY.

AND I REALLY WASN'T READY ANYWAY.

I DIDN'T KNOW WHAT I WANTED TO DO.

AND SO THEN I RAN UNOPPOSED, UH, THE FOLLOWING YEAR AND I'M ACTUALLY DISAPPOINTED THAT I NEVER HAD NEVER HAD AN OPPONENT IN SIX YEARS OF BEING ON COUNCIL.

PEOPLE THINK I'M CRAZY.

BUT I REMEMBER TELLING MY WIFE LAST TIME, WE WAS LIKE, I REALLY WISH I HAVE AN OPPONENT OPPONENT.

CAUSE THEN MAKE IT AT LEAST A LITTLE MORE INTERESTING AND UH, RUNNING FOR THE RACE, YOU KNOW, OH, THE FIRST COUPLE OF YEARS WERE, ARE PRETTY OLD WHELMING.

I THOUGHT, UH, LEARNED A LOT.

I'VE TALKED TO A LOT OF, UH, UH, OF THE DIFFERENT DEPARTMENTS AND JUST SAY AGAIN, I'M JUST THANKFUL FOR THE COUNCIL, THE STAFF, THAT STREAM OF VOLUNTEERS, YOU JUST COME THROUGH THIS PLACE TO MAKE IT A BETTER PLACE.

UM, AND YOU KNOW, DURING THAT, I WANTED TO CALL OUT A FEW PEOPLE AND MAYBE ROASTED ONE OR TWO OF YOU GUYS AT THE SAME TIME.

SO I'M GOING TO START WITH KELLY.

KELLY'S PROBABLY PERHAPS THE MOST FUN PERSON TO WORK WITH ON COUNCIL AND MAYBE THE MOST POPULAR IN THE COMMUNITY.

UH, I THINK KELLY, YOU BRING A LOT FROM A PERSPECTIVE OF LIVING IN THE MEADOWS FOREVER.

YOU'RE KIND OF THE ADOPTED MOM.

YOU LOOK AFTER THE BASEBALL TEAM, I HAVE NO IDEA HOW YOU MANAGE THAT FACEBOOK PAGE THAT HAPPENS.

BUT NOW THAT I'M NO LONGER A COUNCIL MEMBER, I'M FREE TO COMMENT WHATEVER THE HELL I WANT.

AND I CAN'T WAIT TO GET OUT OF HERE AND START COMMENTING ON THAT THING.

SO WHETHER YOU'RE CHEF SHEPHERDING THE KIDDOS OR LOOKING AFTER, I THINK YOU BRING A LOT OF VALUE TO, UH, TO MEADOWS PLACE AND PERHAPS NOT ALWAYS IN THE FRONT, BUT ALWAYS BEHIND THE SCENES.

IF YOU GUYS DON'T KNOW.

AND I WALKED UP TO THE BASEBALL PARK A FEW WEEKS AGO, HERE'S KELLY BACK THERE SHOVELING FOOD.

HERE'S KELLY SAYING, HEY, YOU GOT ANY, UH, UH, THINGS, THE WHOLE BASEBALL UNIFORM.

SHE'S ALWAYS KIND OF BOUND THE BEHIND THE SCENES.

UM, WE WENT ON TO RICK.

RICK IS THE SOLE ENGINEER OF THE BUNCH.

AND I THINK BECAUSE HOBBIES ACTUALLY ARE ROAD CONSTRUCTIONS, BUDGET, WORKSHEETS, AND TURNING UP NEW ISSUES THAT HAVE ABSOLUTELY ZERO INTEREST TO ME ON WHAT WOULD THE CITY NEEDS TO DO WITH THEM.

AND, UH, BUT SERIOUSLY, I THINK YOU BRING A LOT OF EXPERTISE, YOU KNOW, GIVEN YOUR EXPERIENCE IN PRIVATE SECTOR FOR A NUMBER OF YEARS AND YOU'RE WITH THE COUNTY.

AND I KNOW THAT, YOU KNOW, THE CITY IS LUCKY TO HAVE YOU AND TO HAVE YOU, UH, GET INVOLVED.

I KNOW THAT I'M MORE OF A COUNCILMAN MEANING I GIVE COUNSEL ARE USED TO, AT LEAST.

AND I LOOK AT RICK IS MORE OF A HANDS-ON DOER.

IF YOU NEED SOMETHING DONE, HE, RICK IS THE GUY TO GET IT DONE WITH THE VERY LEVEL HEADED TYPE APPROACH.

I KIND OF LOOK AT AS THE JACK OF ALL TRADES OF THE COUNCIL, YOU KNOW, HE BRINGS A GREAT ATTITUDE YEARS OF EXPERIENCE.

HOW MANY YEARS HAVE YOU WORKED AT THE BOWLING ALLEY, JOHN 45 YEARS AT THE SAME JOB.

THAT'S PRETTY INCREDIBLE.

AND HE'S DONE EVERYTHING FROM CLEAN TOILETS TO WHO KNOWS WHAT HE'S DONE AT ALL AT THE BOWLING ALLEY.

AND HE TAKES A VERY SENSIBLE APPROACH, UH, TO COUNCIL.

I FIND THAT JOHN, UH, IS A JACK OF ALL TRADES AND CAN BRING A LOT FROM EXPERIENCES AND HIS BUSINESS IN HIS BUSINESS.

AND IF YOU WANT A JOB DONE AND YOU WANT IT DONE WELL, JOHN'S THE GUY TO CALL.

I'VE SEEN NUMEROUS THINGS THAT HE'S TAKEN THE BULL BY THE HORNS HORNS, NOT TO MENTION JOHN MAKES THE BEST DANGER RITA, IF YOU DON'T KNOW WHAT THAT IS, ASK ME AFTERWARDS, BUT IT'S A SLIGHT TWIST ON A MARGARITA.

UM, WE WENT ON TO KURT, RICK NO LONGER THE ROOKIE OF THE BUNCH.

YOU KNOW, KIRBY BRINGS A WEALTH OF REAL ESTATE KNOWLEDGE, WHETHER IT'S COMPS AMENITIES, INFRASTRUCTURE, HIS GOAL IS ALWAYS TO KEEP THE PROPERTY VALUES HIGH.

AND, UH, THE CITY OF MEZ MEADOWS PLACE, IT KEEPS US INFORMED OF WHAT'S GOING ON IN THE CIRCLES OF COMMERCIAL REAL ESTATE, HIS BUSINESSES, REAL ESTATE.

SO HE'S KEENLY INTERESTED IN THE VALUES.

AND, UM, FROM A PERSONAL STANDPOINT, HE'S PUTTING HIS OWN WALLET BEHIND IT AS WELL.

AND HE'S BUILDING A MEGA MANSION OVER THERE ON, UH, DORRANCE AND A METRO TRO.

SO I INVITE YOU TO GO DRIVE BY THAT MANSION.

I HAD A PERSONAL TOUR OF IT ON A SATURDAY.

IF THERE'S ONE THING I COULD SAY ABOUT CHARLIE IS THAT HE CARES, HE CARES FOR THE CITIES, THE RESIDENTS, THE FUTURE, YOU KNOW, YOU'RE NEVER MEET ANOTHER MAYOR WHO PUTS SO MUCH EMPHASIS ON THE VISION AND INCREMENTALLY MAKING THIS A BETTER PLACE.

UM, I DON'T ALWAYS AGREE WITH THE MAYOR AND, UM, BUT I ALWAYS KNOW 100% THAT HIS HEART IS IN THE RIGHT SPOT AND OUR DISAGREEMENTS ARE USUALLY NOT, OR MORE BASED ON SPEED AND PROTOCOL THEN IS SO MUCH ON A CONTENT.

I KNOW THE CITY, UH, THE CITY OF MEADOWS OWES CHARLIE A BIG THANK YOU JUDGES FROM ME, BUT FROM ALL THE COUNCIL.

SO SINCE I'M NO LONGER IN COUNCIL, I'M GOING TO EXPRESS MY VIEWS NOW.

UM, SO THIS IS WHAT I THINK THE COUNCIL SHOULD DO.

UM, THIS MAY BE A LITTLE OUT OF TURN A LITTLE BIT PREMATURE, BUT I HAVE THE MICROPHONE.

SO, UM, YOU KNOW, CHARLIE'S NOT GOING TO BE MAYOR FOREVER.

AND I THINK SCARCELLA IS, YOU KNOW, WAS A LONG LONGSTANDING MAYOR.

I DON'T THINK WE'RE GOING TO GET ANOTHER 40 YEARS OUT OF, UH, CHARLIE.

AND I THINK IT WOULD BE REALLY FITTING FOR THIS COUNCIL TO NAME THE LAKE UP THERE AND CALL IT LAKE JESUP.

AND, UH, THAT WOULD BE A REALLY GOOD BECAUSE CHARLIE'S BEHIND ALL OF THAT STUFF.

HE WAS BEHIND, YOU KNOW, THE PARKS AND MATERIALIZING THAT, AND HE'S SEEN IT ALL.

AND IF YOU CAN FIND A FEW EXTRA DOLLARS AND I KNOW COOK, OH, COLEEN CAN ALWAYS SQUEEZE A FEW EXTRA DOLLARS.

WHAT WOULD BE REALLY COOL IS AS CHARLIE'S LOOKED AFTER THE CITY OF MEADOWS PLACE FOR ALL THESE YEARS, UH, SOME KIND OF PLAQUE OR MEMORIAL, OR EVEN A SMALL STATUE, CAN'T YOU GUYS JUST PICTURE CHARLIE WITH HIS AMERICAN FLAG TIE HIS SUSPENDERS, HIS BALD HEAD, LOOKING OVER THE HILLS AND MEADOWS PLACE LIKE HE'S DONE FOR ALL THESE YEARS, FOR YEARS AND YEARS TO COME.

UM, PLUS I'VE NEVER ACTUALLY KNOWN ANYONE.

WHO'S HAD A STATUE MADE OUT OF HIM.

SO THAT WOULD BE PRETTY COOL AS WELL.

UM, BUT I THINK THE COUNCIL SHOULD DO THAT BEFORE, UH, CHARLIE STEPS DOWN.

SO MOVING ON A LITTLE BIT TO THE STAFF, UH, COURTNEY, I GUESS THE FIRST WORD THAT COMES TO MIND WITH, UH, COURTNEY IS PATIENCE AND THEN JUST A SWEETHEART OF A PERSON.

UM, YOU REALLY TAKE, YOU TOOK OVER THE CITY COUNCIL, THE CITY SECRETARY JOB, WHICH WAS IN DISARRAY AND YOU REALLY BROUGHT A SENSE OF PROFESSIONALISM, UH, NOT ONLY TO YOUR POSITION, BUT THE ENTIRE, UM, ENTIRE STAFF, YOUR LEADERSHIP DICTATES THE ATTITUDES, THE MOODS, THE, UH, THE ENVIRONMENT ITSELF.

AND I THINK YOU'VE JUST DONE AN INCREDIBLE JOB OVER THE LAST, UH, FEW YEARS.

AND I KNOW THAT YOU'RE GOING TO BE HAPPY THAT I DON'T HAVE TO ASK YOU FOR THE WIFI PASSWORD OR YOU'RE GOING TO HAVE TO CHASE ME AT 10 AT 9:00 AM FOR A 9:00 AM MEETING, BECAUSE I THOUGHT IT WAS 10:00 AM.

SO, BUT YOU REALLY ARE.

SO NICK IS, I'M PRIVILEGED TO SAY I WAS ON THE HIRING COMMITTEE, UH, FOR NICK.

UM, YOU KNOW, THE COUNCIL REALLY WANTED TO PROTECT OUR INVESTMENT IN THE CITY.

I THINK WE MADE GREAT STRIDES AND, YOU KNOW, IT'S, IT'S, YOU KNOW, YOU ALWAYS HEAR THESE POLITICIANS SAY I LEFT THIS PLACE IN A BETTER SPOT.

WELL, I DIDN'T DO IT, BUT THERE WAS A PART OF IT.

AND AS WE MOVE ON PAST, UH, YOU KNOW, INTO THE NEXT, YOU KNOW, FIVE, 10, 15 YEARS, WE WANT TO PROTECT THAT INVESTMENT.

WE WANT TO PROTECT THE VELOCITY, UH, THAT WE'RE MAKING TO THE AMENDMENT, UH, ENTITIES.

AND WE WANT TO BE ABLE TO ENSURE THAT, UH, THE ADMINISTRATION HERE IS NOT TIED TO ANY COUNCIL OR ANY MAYOR AND NICK EPITOMIZES THAT NICK IS ALWAYS A PERSON WITH A FRESH PERSPECTIVE.

HE HAS A LOT OF EXPERIENCE.

I ROUTINELY ASK HIM, WELL, WHAT DID THE CITY DO? OR WHAT DID THE CITY DO? HE ENSURES THAT HE REMAINS INDEPENDENT AND THAT WE ARE, UM, THE DECISION IS UP TO COUNCIL AND HE'S NOT INFLUENCING OTHERS.

AND SO I THINK JUST OVER THE LAST FEW, ME AND NICK WERE TALKING THIS MORNING, I THINK IT'S SEVEN MONTHS, EIGHT MONTHS THAT, UH, AND I THINK IT'S ALREADY PROVEN TO BE A, A GOOD DECISION AND TO ADD GREAT VALUE.

AND I LOOK FORWARD TO WORKING WITH YOU THE YEARS TO COME.

AND, UH, NOW WHO I KNOW WHO TO CALL WHEN I HAVE ISSUES, UH, SO LOST MY PLACE IN MY SPEECH.

SO I WANT TO SAY A COUPLE MORE THINGS.

SO A COUPLE OF PEOPLE I WANT TO RECOGNIZE IS FIRST AS THE CHIEF OF POLICE, IS THAT I DON'T KNOW ANY OTHER CHIEFS OF POLICE, BUT THE AMOUNT OF PROFESSIONALISM YOU GUYS BRING, NOT JUST

TO YOUR DEPARTMENT, BUT JUST TO THE COMMUNITY.

BEING ABLE TO MAKE STOPS, TALKING TO PEOPLE, YOUR EMPHASIS ON DIVERSITY, THE, UH, JUST THE ENTIRE OUTFIT IS NOTHING BUT RUN PROFESSIONALLY.

AND WHEN I LOOK AT YOUR POLICE DEPARTMENT AND I LOOK AT OUR POLICE DEPARTMENT AND I'M LIKE, WELL, WHY ISN'T THAT THE MODEL THAT OTHER COUNTIES, OTHER MUNICIPALITIES SHOULD, UH, MODEL THEMSELVES AFTER, UM, HOPE I DON'T EMBARRASS YOU CHIEF, BUT THE CHIEF GAVE ME A LITTLE COIN ON SATURDAY AND IT WAS A LITTLE, WHAT, WHAT WAS THE NAME OF THE CHALLENGE COIN? I DON'T KNOW WHAT THAT MEANS YET.

I HOPE I DON'T HAVE TO FIND OUT WHAT THAT MEANS YET.

I DON'T KNOW IF THAT'S A GET OUT OF JAIL FREE CARD OR IF THAT'S JUST A MOMENTUM TO HAVE, BUT IT MEANT A LOT TO ME.

AND, UH, I'M A BIG FAN OF THE POLICE DEPARTMENT.

I THINK ALL, YOU KNOW, THAT WHENEVER WE'VE HAD BUDGET MEETINGS, LIKE IF, IF OUR CRIME RATE GOES TO POT, I'M OUTTA HERE.

AND IT'S KIND OF BEEN MY MOTTO.

IT'S A LITTLE BIT TONGUE IN CHEEK, BUT IT'S A LOT HAS TO DO WITH, UH, WITH YOU AND WHAT YOU DO.

AND I'M REALLY GLAD CAPTAIN JACK SHOWED UP TODAY BECAUSE, BECAUSE I'VE ALWAYS FELT THAT CAPTAIN JACK, WE GET A TWOFER.

AND CARLOS ELLIS ALSO DID A GREAT JOB ON THIS.

UM, WHEN SHE STOPPED A, WHAT APPEARED TO BE AN UNCONSCIOUS MALE IN A VEHICLE, IT TURNS OUT HE PROVIDED HER A FALSE OR FICTITIOUS DRIVER'S LICENSE, WHICH LED INTO AN INVESTIGATION FOUND THAT HE WAS IN POSSESSION OF METHAMPHETAMINES AND SEVERAL IDENTIFICATION CARDS ON THE SUSPECT.

UM, WITH THIS, WE FOUND A LARGE QUANTITY OF US MAIL BELONGING TO VARIOUS PEOPLE, LOCATED ALL OVER ALL OVER HOUSTON, FORT BEND COUNTY AND SO FORTH WOULD THAT HE WAS TAKEN TO JAIL.

AND NOW WE'RE LOOKING AT FEDERAL CHARGES WE'RE WORKING CLOSELY WITH, UM, THE U S P S UH, INVESTIGATORS AS WELL AS SUGARLAND STAFFORD, MISSOURI CITY, FORT BEND, COUNTY HOUSTON.

UH, THIS REPORT WILL SERVE AS A SUMMARY OF PARKS AND RECREATION ACTIVITIES, UM, FROM SEPTEMBER THROUGH NOVEMBER.

SO AS STEVE MENTIONED, I ALWAYS HAVE MUCH TO SAY IN MY REPORT, UM, BUT I AM COVERING A THREE-MONTH PERIOD OF ACTIVITIES AND UPCOMING ACTIVITIES AS WELL.

UM, SO I BEGAN WITH OUR PARKS AND FACILITIES.

UM, THESE ARE BRIEF SUMMARIES OF WHAT HAS OCCURRED OVER THE LAST COUPLE OF MONTHS IN EACH PARTICULAR AREA OF PARKS AND RECREATION AND SOME OF THE NEW THINGS TO COME.

UM, OUR CENTER POINT RIGHT AWAY IS THIS IS THE, UM, 13 ACRES OF LAND UNDERNEATH THE POWER LINES.

UM, BETTER KNOWN AS OUR, A MONARCH BUTTERFLY, UM, PROJECT OR NATIVE PRAIRIE GRASS PROJECT.

UM, RECENTLY IT WAS MOWED.

UM, THAT WAS NOT TO OUR REQUEST.

I DO WANT TO REMIND COUNCIL THAT THAT LAND BELONGS TO CENTER POINT.

UM, AND WE KNEW THAT WHEN WE WENT INTO THE AGREEMENT FOR, UM, THE PRAIRIE PROJECT, THAT AT TIMES THEY MIGHT NEED TO GET IN THERE AND DO WHAT THEY NEED TO DO.

AND IT JUST SO HAPPENS THAT, UM, THEY ARE AT THE END OF A YEAR LONG PROJECT, UM, CHANGING OUT SOME OF THE POWER LINES THERE AND THE TRANSFORMERS.

UM, THEY BEGAN THAT PROJECT LAST YEAR, IF YOU REMEMBER, AND THEY PUT THE TEMPORARY POLE IN THE PARKING GRAVEL PARKING LOT.

WELL NOW THEY'RE COMING BACK TO FINISH THE END OF THAT PROJECT.

SO THEY RECENTLY MOWED THAT, UM, IN PREPARATION, UM, FOR THE END, THEY'VE ALSO PLAYED, UH, PLACED A BIG, UM, UNITED RENTAL TRAILER OUT THERE.

IF YOU HAVEN'T SEEN THAT YET, THAT IS ALL PART OF THE CENTER POINT PROJECT.

UM, SO IN THE MEANTIME IT IS MOWED, BUT JUST LIKE ANY GRASS AND, UM, FLOWERS, IT WILL COME BACK.

UM, AND WE ARE HOPEFUL THAT IT WILL COME BACK WITH NATIVE SPECIES AND WE WILL CONTINUE TO MANAGE AND MAINTAIN THAT AREA AS A NATIVE MIGRATORY PATHWAY.

UM, SO THAT'S, WHAT'S HAPPENING IN THAT AND THAT AREA RIGHT NOW, THE DISCOVERY AND NATURE CENTER, UM, WE HAVE CERTAINLY TAKEN THE OPPORTUNITY DURING COVID TO MAKE SOME IMPROVEMENTS CHANGES.

UH, WE HAVE ADDED ON, UM, A LOOKOUT PLATFORM ON THE BACK OF THE BUILDING.

IT CONNECTS TO OUR THREE-STORY TREE HOUSE THAT WAS ALREADY THERE WHEN WE PURCHASED THE FACILITY, BUT THIS WILL PROVIDE AN OPPORTUNITY FOR THE PARENT TO GO UP WITH THE CHILD ON PART OF THAT PLATFORM.

UH, WHEREAS BEFORE ONLY THE CHILDREN COULD ENTER THE TREE HOUSE.

THIS ALSO PROVIDES A LOOKOUT OVER THE TURTLE PEN, UM, AND PROVIDES AN OPPORTUNITY FOR EVENING STAR GAZING.

SO WE'RE REALLY EXCITED.

UM, ONCE WE REOPENED THE NATURE CENTER THAT WE'LL BE ABLE TO, UH, UTILIZE THAT TO FULL CAPACITY.

UM, WITH THAT BEING SAID, WE DO HAVE A NEIGHBOR, UM, NEXT DOOR TO US AND, AND OUT OF CONSIDERATION, WE WANT TO MAKE SURE THAT THEIR PRIVACY IS, UM, KEPT AND WE WILL BE INSTALLING A PRIVACY FENCE PRIOR TO THE REOPENING OF THE NATURE CENTER, UM, THAT WILL BLOCK ANY VIEWS, UM, FROM THAT NEW PLATFORM AREA.

UM, OUR NEXT ITEM IS THE PLAYGROUNDS.

UM, THEY ALL HAVE REMAINED OPEN DURING THIS COVID PROCESS.

THEY WERE CLOSED FOR A SHORT TIME.

WE'VE TALKED ABOUT THAT PREVIOUS TO THIS MEETING, UH, BUT THEY ARE OPEN AT THIS POINT AND WE DO HAVE SIGNS POSTED ABOUT PLAYING AT YOUR OWN RISK AND MAKING SURE TO WEAR YOUR MASK AND CLEAN YOUR HANDS, UM, AT YOUR OWN RISK.

UM, WE HAVE MADE IMPROVEMENTS TO THE KANGAROO PARK.

UM, AND IF YOU REMEMBER, THIS IS ONE OF OUR POCKET PARKS OFF OF MONTECITO, WE ADDED, UM, A PICNIC TABLE, A LITTLE LIBRARY, SOME CLIMBING BOULDERS, UH, INSTALLED A BALANCE BEAM, PUT IN SOME FENCING AND ASSIGNED.

SO IT IS NOW AN OFFICIAL PARK.

UM, IT IS A UNIQUE PARK IN AND OF ITSELF.

THE NEIGHBORS IN THAT AREA ASKED THAT WE, UH, KEEP IT MORE OPEN SPACE BECAUSE A LOT OF THE KIDS GATHERED THERE AND THROW A FOOTBALL.

SO, UH, WE HAD A FEW CHALLENGES AS TO WHAT WE COULD DO AT ONE END OF THAT AREA.

UM, THE NEXT IMPROVEMENT THAT WE'VE MADE AND ARE CURRENTLY WORKING ON IS BRIGHTON PARK, AS YOU'VE KNOWN, UM, BRIGHTON PARK HAS JUST BEEN AN OPEN PLOT OF LAND FOR MANY YEARS.

UM, WE PUT THREE ITEMS IN THERE, UM, TO GET US BY, UNTIL WE COULD ACTUALLY FUND, UM, SOME SIGNIFICANT IMPROVEMENTS.

OUR PLAYGROUND EQUIPMENT WAS DELIVERED THIS WEEK.

IT WILL BE INSTALLED ON THURSDAY.

UM, SO THAT WILL BE A VERY NICE FUNCTIONING, UM, MULTI-AGE PLAYGROUND.

UM, ONCE THE EQUIPMENT GOES IN AND WE GET THE, UM, FALL FOOTPRINT AROUND, IT, WE'LL TAKE CARE OF THAT WIDE PICNIC TABLES.

WE'RE GOING TO FENCE THE PLAYGROUND AT A SOLAR LIGHT POLE.

AND, UM, IT'LL BE A VERY GREAT OPERABLE PARK ON THAT SIDE OF TOWN, BE A FREE LITTLE LIBRARY IN THERE AS WELL.

WELL, WE WILL, UM, WE WILL NEED TO CONSTRUCT ONE.

UM, SO ONCE WE GET IT, WE WILL, WE'LL PUT THEM THERE AND THEY, THE, THOSE LITTLE LIBRARIES ARE MAGICAL.

ALMOST.

WE PUT A COUPLE OF BOOKS IN IT TO START, AND THEN IT JUST STAYS FILLED AND ROTATING, UM, BOOKS.

AND WE DON'T EVEN DO THAT.

THAT'S THE COMMUNITY.

SO, UM, THOSE LIBRARIES HAVE BEEN, UH, SERVES OUR COMMUNITY VERY WELL.

YES, MA'AM MOVING ON TO OUR FIELDS, AS YOU ALL KNOW, OUR MAJORS BALL FIELD IS STILL BEHIND THE CONSTRUCTION FENCING OF THE SCHOOL FOR FORT BEND.

UM, ONCE FORT BEN FINISHES THEIR CONSTRUCTION, UM, INTERIOR, EXTERIOR, UM, DOES SOME IMPROVEMENTS ON THE BALL FIELD JUST TO MAKE IT, UM, MANAGEABLE FROM THEIR STANDPOINT, THE FENCE WILL COME DOWN AND THEN OUR WORK BEGINS AT THAT POINT.

UM, BUT I JUST WANTED TO LET Y'ALL KNOW THAT WE ARE WORKING VERY CLOSELY WITH FORT BEN IN REGARDS TO TIMEFRAMES, UM, AND WHAT THEIR THOUGHTS ARE ON, UM, WHEN THEY MIGHT BE TAKING THAT DOWN AND WHAT THE IMPROVEMENTS WILL BE.

UM, AGAIN, THAT'S GOING TO FALL MORE HEAVY ON THE CITY TO GET IT TO THE WAY THAT WE NEED IT

WE DO NOT ANTICIPATE IT BEING READY UNTIL NEXT FALL FROM OUR SIDE OF THE HOUSE.

UM, AS SOON AS THE FENCE COME DOWN, WE WILL BEGIN, BUT IT WILL TAKE A WHILE FOR US TO FINISH THAT.

UM, MOVING ON THE BACKFIELD, WE'RE CALLING THAT THE TEMPORARY FIELD WHERE OUR MEADOWS PLAYS PONY LEAGUE PLAYED THEIR SEASON.

UH, THIS YEAR THEY ACTUALLY FINISHED UP THIS PAST WEEKEND.

THAT WAS THE LAST GAME FOR THE SEASON.

SO I HAVE SPOKEN WITH THEIR PRESIDENT, ASKED THEM TO REMOVE THE TEMPORARY FENCING, UM, UNTIL THE NEXT SEASON BEGINS BECAUSE YOU'RE TALKING ABOUT A THREE MONTH GAP AND WE DON'T WANT THE TEMPORARY FENCING TO BE OUT THERE.

UM, SO THEY WILL BE CLEANING THAT UP.

UM, AND WE'LL MAKE THAT AVAILABLE AGAIN TO THEM IN THE SPRING.

UM, IN REGARDS TO BEAUTIFICATION, UH, IF YOU HAVEN'T NOTICED RECENTLY, WE HAD ALL THE TREES PRUNED THROUGHOUT THE CITY, THE PARKS, THE WRITEAWAYS, UM, LOOKS BEAUTIFUL.

UM, OUR TREES, THIS IS THE SAME TREE, UM, GROUP THAT WE'VE USED FOR ABOUT THREE YEARS NOW.

AND, UM, HE CAME BACK THIS YEAR AND HE SAID, UM, HOW MUCH OUR TREES HAVE GROWN TO THE POINT NOW THAT HE CAN REALLY DO HIS CRAFT ON THEM AND MAKE THEM EVEN MORE BEAUTIFUL AS THEY'RE MATURING.

SO THAT WAS NICE TO HEAR.

UM, OUR STAFF DISCOVERED, UM, A PRODUCT TO HELP WITH THE EROSION AROUND THE LAKE.

UM, IT IS A HONEYCOMB TYPE PRODUCT, UM, THAT EXPANDS OUT AND THEY JUST RECENTLY PUT IT INTO THE BEACH AREA OF THE LAKE BECAUSE WE HAVE VERY HIGH EROSION RATE THERE.

UM, AND THEY'VE INSTALLED THAT YOU CAN'T SEE IT IT'S UNDERGROUND AND IT SHOULD HELP TO BIND, UM, ALL OF THAT GRANITE TOGETHER AND HOLD IT INTO PLACE.

SO WE DON'T HAVE THOSE BIG VALLEYS WASHING AWAY INTO THE LAKE.

SO WE'RE EXCITED TO SEE, UM, THE OUTCOME OF THAT.

ONCE WE GET A RAIN, UM, THE WETLAND PROGRAM, WE HAVE BEGUN THAT.

AND, UM, THE WETLAND PROGRAM BASICALLY IS OUR FOCUS AND OUR WORKING WITH TEXAS PARKS AND WILDLIFE TO ESTABLISH A VIABLE WETLAND AREA AROUND OUR LAKE.

WE HAVE MANY SPECIES OF PLANTS, UM, SOME INVASIVE, UM, AND JUST GETTING THEIR GUIDANCE ON WHAT WE SHOULD LEAVE THERE, WHAT WE SHOULD REMOVE.

WE'VE BEGUN TO MOVE, REMOVE ALLIGATOR WEED AND BUTTONED BUSH.

UM, THOSE ARE SOME OF THE BIGGER INVASIVES THAT GROW IN THERE AND JUST TAKE OVER.

UM, AND THEN WE'RE ALSO COGNIZANT OF THE, UH, ANIMAL LIFE THAT IS LIVING THERE AND MAKING SURE THAT WE'RE DOING IT AT THE RIGHT TIME OF YEAR.

SO YOU'LL, YOU'LL SEE MORE WORK AND MORE DETAILED TO COME, UM, IN REGARDS TO THOSE AREAS AND IMPROVEMENT.

UM, AND THEN ON MY STAFF JUST COMPLETED DECORATING THE CITY FOR THE HOLIDAYS.

SO IF YOU'VE NOTICED THE BANNERS, THE SNOWFLAKES, UM, ALL THOSE BEAUTIFUL THINGS THAT WILL SOON BE ILLUMINATED ON, UM, THANKSGIVING EVENING.

AND THEN I WANTED TO MENTION THAT, UM, WE'RE STILL STRUGGLING TREMENDOUSLY WITH IRRIGATION.

UM, OUR NON-OPERATING IRRIGATION, THE LINES ARE THERE.

UM, BUT WE CONTINUE TO STRUGGLE WITH WHAT IS WORKING AND WHAT IS NOT, AND THE IMPACT THAT IT CREATES FOR THE PARKS DEPARTMENT.

UM, REALLY A SIGNIFICANT, OUR PLANTS ARE DYING.

UH, WE MADE A DECISION A COUPLE OF MONTHS AGO.

WE'RE NOT GOING TO REPLACE THE PLANTS UNTIL THE IRRIGATION IS WORKING AGAIN BECAUSE WE ARE IN A CYCLE WHERE WE CONTINUE TO REPLACE THEM AND THEY WOULD CONTINUE TO DIE.

UM, ADDITIONALLY THERE ARE CRACKS THROUGHOUT THE PARK, UM, WHICH CREATE A UNSAFE ENVIRONMENT, UM, FOR, FOR PARK GOERS, WALKING OUT THERE.

UM, AND THIS IS SOMETHING THAT WE ARE AWARE OF AND OUR NEW PUBLIC WORKS DIRECTOR HAS, UM, TAKEN OWNERSHIP OF THAT NOW, UM, AS HE HAS COME INTO IT AND WE HOPE TO SEE IMPROVEMENTS, BUT I JUST WANTED COUNCIL TO KNOW AND UNDERSTAND THERE IS A PROBLEM, UM, WITH IRRIGATION AND, UH, WE ARE WORKING AS A TEAM TO REMEDY IT, BUT I WANT YOU TO KNOW THERE IS A PROBLEM.

UM, AND IF YOU SEE THINGS DYING AND SEE CRACKS, WE'RE AWARE OF IT TOO.

UM, BUT WE ARE WORKING ON THAT.

UM, THEY'VE KIND OF HIT A WALL IN THAT PROJECT, BUT IN SPEAKING WITH LISA, UH, WE ARE PRIME HERE IN MEADOWS PLACE.

WE ALREADY HAVE THE NATIVE PRAIRIE GRASSES.

WE HAVE A CLOSE BY WATER SOURCE.

UM, SO, UH, SHE AND I WILL BE WORKING TOGETHER TO, UM, HELP BRING AWARENESS AND GATHERED DATA, UM, FUN PROJECT TO BE ABLE TO BE A PART OF, WE ALREADY HAVE THE PRAIRIE GROWING.

UM, AND THEN ALSO ADDITIONAL PARTNERS, TEXAS PARKS AND WILDLIFE, AS I MENTIONED, IN REGARDS TO THE WETLANDS PROGRAMS AND EVENTS, I BET YOU DIDN'T KNOW THIS.

UM, WE ARE CONTINUING TO OFFER OUR PROGRAMS TO THE COMMUNITY WITH OUR CURRENT COVID PROTOCOLS IN PLACE.

WE ARE BACK, UM, FULLY WITH ALL OF OUR PROGRAMS, EXCEPT FOR ONE AT THIS TIME, ALL OF OUR PROGRAMS WE HAD BEEN RUNNING BEFORE WE ARE BACK, UH, WITH THE EXCEPTION OF ACTIVE ADULTS, UH, WE ARE NOT PROVIDING THAT ONE AT THIS TIME.

UM, COMMUNITY CENTER IS OPEN FOR RENTALS, AND WE ACTUALLY DO HAVE SEVERAL ON OUR BOOKS ALREADY FOR THIS HOLIDAY SEASON, UH, THE NATURE CENTER AND THE ACTIVE ADULT PROGRAMS, UH, DO YOU REMAIN CLOSED? UM, AND PRIMARILY THAT IS DUE, UM, IN REGARDS TO THE NATURE CENTER, THAT'S DUE TO LACK OF STAFFING.

UM, THE RECREATION COORDINATOR WAS CUT IF YOU RECALL, DURING THE BUDGET PROCESS, UM, TO DISCUSS LATER IN THE YEAR, UM, OUR CONCERN WAS COVID AND WHERE WE STAND WITH THAT AND WHAT THIS PERSON WOULD BE DOING.

UM, SO AS OF RIGHT NOW, THAT POSITION HAS NOT BEEN FILLED.

UM, HOWEVER, UM, WE DO NEED TO REEVALUATE THAT AFTER CHRISTMAS AND, UH, TALK ABOUT A DATE TO REINSTATE THAT PERSON OR THAT POSITION.

UM, IF WE PLAN TO OPEN UP AND PROVIDE NATURE CENTER SERVICES, WE CAN'T DO THAT WHEN THAT POSITION IS NOT SUPPORTED.

UM, ALSO OUR ACTIVE ADULT PROGRAM.

I NEED THAT RECREATION COORDINATOR TO BE THERE, INVOLVED WITH THE ACTIVE ADULTS.

UM, WE NEED TO ALL WATCH AND BE AWARE OF WHERE WE'RE GOING, WHERE WE'RE MOVING, AND IN ORDER FOR ME TO CONTINUE TO MOVE FORWARD, OBVIOUSLY KEEP AN EYE ON COVID AND HOW IT'S AFFECTING OUR COMMUNITY.

UM, WE DO NEED TO FILL, UH, FILL THAT POSITION, UPCOMING PROJECTS.

UM, I DO WANT TO MENTION ONE PART THAT REALLY, UH, AFFECTS MY DEPARTMENT AND THAT IS THE UPKEEP OF THE MANAGEMENT AND MAINTENANCE OF THE LANDSCAPING.

UM, THE PROJECT HAS NOT BEEN TURNED OVER TO THE CITY YET, SO IT'S STILL UNDER THE CARE OF THE, UM, UM, MARK HON.

PROPOSING THAT, UH, WE DO TAKE ON A THREE MONTH MAINTENANCE PROGRAM THROUGH C MARK.

THEY WERE THEIR ORIGINAL INSTALLERS OF THE IRRIGATION AND THE LANDSCAPING.

AND SO WE WANT THEM TO CONTINUE, UM, TAKING CARE OF THAT FOR THREE MONTHS AND USE THAT AS A TRAINING TIME FOR MY STAFF TO UNDERSTAND HOW TO PROPERLY CARE FOR ALL THE PLANTS THAT WERE PUT IN THERE.

SO THAT'S WHAT WE'RE PROPOSING AT THIS POINT.

UM, ANOTHER THING I'M SURE YOU'RE GONNA TALK ABOUT RICK, RICK AND I WORK A LOT TOGETHER ON SOME OF THESE SPECIAL PROJECTS.

UM, THE BIKE WAY MOBILITY PROJECT.

UH, WE DID HAVE A PRELIMINARY MEETING, UM, UH, SEVERAL OF US HERE FROM THE CITY, UM, TO TALK ABOUT THE OVERALL PROJECT AND DECIDE ON WHAT SOME OF OUR NEXT ACTION STEPS ARE.

UM, AND I HAVE REACHED OUT TO STAFFORD.

THIS IS A PROJECT THAT, UM, IS COORDINATED THROUGH STAFFORD AND THE CITY OF MEADOWS PLACE, AND IT'S A BIKE TRAIL PROJECT AND, UM, TWO BRIDGES AND SOME SIDEWALKS AND SOME DECORATIVE ACCENTS.

UM, SO TALK TO YANA, LUTON, SCHLAGER, UH, SHE'S THE CITY PLANNER, UH, WITH CITY OF STAFFORD.

DID I SAY THAT RIGHT? UM, AND SHE'LL BE JOINING US AT OUR NEXT MEETING WHEN WE CALL IT, BUT I'M SURE RICK, AGAIN, WE'LL GIVE YOU SOME MORE DETAILS ON THAT.

UH, THAT IS THE PROJECT WE PUT INTO THE 2020 MOBILITY BOND PROJECT FOR THE COUNTY.

IT WAS APPROVED.

UM, IT WOULD, UH, CREATE A TRAIL FROM DORRANCE CROSS WEST AIRPORT DOWN TO THE FOUNTAINS.

IT WILL ALSO BUILD A SIDEWALK ALONG THE SOUTH SIDE OF WEST AIRPORT INTO THE, UM, SECTION OF SUBDIVISION THAT CURRENTLY DOESN'T HAVE ACCESS, GOOD ACCESS FOR PEDESTRIANS TO THE PARK.

AND THEN WE'LL HAVE A PEDESTRIAN HYBRID SIGNAL ON WEST AIRPORT TO ASSIST THOSE CHILDREN GETTING BACK AND FORTH TO THE PARK IN THE SCHOOL.

AND IT ALSO CHIEF OF SEE YOU STARING AND WAITING ON THIS.

IT INCLUDES THE PARKING LOT.

SO WE'RE, WE'RE VERY EXCITED AND, UM, WE ARE, UM, NOT TAKING IT, UH, LIGHTLY.

THESE ARE INFORMATIONAL SIGNS ABOUT EVERYTHING FROM BUGS TO HABITAT, TO PLANT LIFE, TO MAMMALS.

UM, AND THEN THEY HAVE SOME LITTLE CHALLENGING QUESTIONS ON THERE FOR, UM, KIDS, UM, AS THEY READ AND THINGS TO GO AND DO.

SO, UM, IT'S GOING TO BE A NEAT ADDITION TO OUR TRAIL SYSTEM AND OUR PARKS.

UM, WE WILL ALSO BE INSTALLING ADDITIONAL SOLAR LIGHTS.

YOU'VE SEEN THE ONES THAT WE HAVE CURRENTLY BETWEEN ON THE TRAIL, UM, BETWEEN DORRANCE AND MONTECITO.

WE WILL CONTINUE THAT SAME LIGHT SYSTEM, UM, DOWN THE WASTE, TREAT A WASTEWATER TREATMENT TRAIL OVER TO KIRKWOOD.

SO WE HAVE THOSE IN-HOUSE AND IT'S JUST A MATTER OF GETTING THOSE AT THE GROUND, BUT THAT WILL BE COMING SHORTLY.

UM, AND WE ARE LOOKING FOR A CHRISTMAS TREE FOR MCGRATH PARK.

ALSO, OUR FOOTPRINT HAS CHANGED THIS YEAR.

WE HAVE LESS SPACE.

WE DON'T HAVE THE BALL FIELD TO SPREAD OUT ON.
